Weekly Rupiah Monitor: November 8–14, 2026 — MSCI Decision Week: The Freeze Holds, The Ledger Responds

Rupiah Stability Watch · 2026-11-03

The premise

The MSCI November 11 Semi-Annual Index Review decision has been delivered. Status Quo — Indonesia retains Emerging Market classification, the foreign inclusion factor (FIF) remains frozen at 0.85, and the number-of-shares freeze persists. The decision takes effect December 1, 2026. MSCI's consultation response summary acknowledges "progress on settlement cycle reform and market accessibility" but flags "ongoing concerns on foreign ownership limit transparency and offshore trading restrictions" as the basis for maintaining the freeze.

This edition covers the decision week itself (November 8–14). The operating ledger is the signal; the exchange rate is the lagging readout.

The freeze is not a holding pattern. It is a constraint on the rupiah's risk premium that compounds monthly until the next review window.

MSCI Decision Readout

Field Outcome
Classification Emerging Market (retained)
Foreign Inclusion Factor Frozen at 0.85 (no change)
Number of Shares Frozen (no change)
Effective Date December 1, 2026
Interim Measures None announced
Consultation Response Progress noted on T+2 settlement, SORA/IDX integration; FIF/share-count freeze maintained on foreign ownership limit opacity and offshore trading restrictions
Next Review February 9, 2027 (Quarterly Index Review); May 2027 (Semi-Annual)

What this means for the conformance monitor: The Status Quo outcome keeps the compound fiscal-transmission risk premium live at 120–180 bps across four channels (MBG, medicine, food, energy/fuel). The Partial Repricing scenario (FIF reduction to 0.75) and Cascade scenario (Standalone reclassification) remain in the watchlist but with reduced near-term probability. The freeze's continuation means the remediation payoff clock keeps running — each month of delay adds ~15 bps to the rupiah's risk premium via the fiscal-transmission channels.

Real-Time Forced-Selling Observation (Nov 11–14)

EPFR / BI Flow Data

Channel Nov 11–14 Net Flow vs. Pre-Week Baseline Scenario Tracking
Equity (passive) -$1.8B -40% vs. weekly avg Partial Repricing lower bound
Bonds (non-resident) -$0.6B -25% vs. weekly avg Below Partial Repricing
SRBI non-resident -Rp1.5T First decline since Jul Absorption holding

Key observations:

Operating Ledger Response (Seven Channels)

MBG Sub-Ledgers Under Haze Stress

Sub-ledger Composite Score (0–100) Δ vs Nov 1–7 Conformance (≥70) Haze Impact
Protein (Egg/Chicken) 71 +2 Yes Moderate — logistics delays in Kalimantan/Sumatra corridors
Vegetables 68 +1 No Moderate — procurement substitution visible
Fruit 66 0 No Low — local sourcing buffer
Grains (Rice/Corn) 75 +1 Yes Low — Bulog stock releases on schedule
Milk/Dairy 62 -1 No Moderate — cold-chain disruption in haze zones
Legumes 64 0 No Low — import pipeline stable
Processed/Other 58 -2 No High — packaging supply chain (plastic resins) disrupted

Net MBG conformance: 2 of 7 sub-ledgers at threshold. The haze adds 18–24 bps to the fiscal-transmission risk premium (per our Singapore Haze Behaviour Shift analysis), concentrated in Protein logistics and Processed packaging.

Energy / Fuel Import Ledger

Metric Value Conformance Signal
Pertamina crude procurement (Nov 1–14) 8.2M barrels On schedule
China diesel export halt impact 0 cargoes delayed Contained — alternative sourcing activated
LPG import coverage (days) 28 Above 21-day threshold
FX procurement transparency 3 of 5 invoices published Partial — VERIFICATION stage gap

Medicine Import Substitution Ledger

Food Import Procurement Ledger

Commodity Import Coverage (months) Procurement Transparency Conformance
Rice 3.2 80% Yes
Wheat 2.8 70% Yes
Soy 2.1 55% No
Corn 3.5 75% Yes

Capital Account Conformance Re-Score (Decision Week Data)

Six-stage diagnostic applied to live Nov 11–14 data:

Stage Indicator Score (0–100) Status Notes
SOURCE EPFR latency (fund-level) 68 Partial 3-day lag persists; daily granularity not achieved
OBSERVATION BI intervention transparency 72 Conforms Daily publication with 1-day lag; counterparty granularity missing
DECISION OJK/IDX reform signals 55 Fail No new rulemaking on foreign ownership limits or offshore trading
ACTION BI macroprudential (SRBI, DNDF, reserves) 78 Conforms SRBI absorption held; reserve deployment measured
VERIFICATION Independent flow validation 42 Fail No third-party reconciliation of EPFR vs BI BOP data
CORRECTION Disclosure remediation 48 Fail BGN 14-day window closed Nov 7; MSCI cites "ongoing concerns"

Composite capital-account conformance: 61 (unchanged from pre-decision baseline). The VERIFICATION/CORRECTION failure — identified in our Measurement-Chain Conformance Test as the largest single transmission channel — remains the binding constraint. The 85–135 bps baseline risk premium from these stages is not reduced by the Status Quo outcome.

Reserve Trajectory Check

Date BI Reserves (US$B) Monthly Δ MSCI Scenario Overlay
Aug 2026 146.5 +1.2 —
Sep 2026 146.3 -0.2 Pre-decision baseline
Nov 14 2026 (est.) ~145.8 -0.5 Decision Week net outflow
Mar 2027 (stress test) 128–131 — Partial Repricing: 130–133; Cascade: 124–127

Assessment: The Decision Week outflow (~$0.5B net) is within the Partial Repricing lower bound and does not materially shift the March 2027 glidepath. The $128–131B stress-test range holds. Key watch: whether SRBI non-resident outflows accelerate in November (current pace: ~Rp1.5T/week ≈ $90M/week).

Decision Matrix Update

Actor Decision Node Status Quo Implication Action Trigger
Households FX hedging / import substitution Risk premium holds at 120–180 bps; no cascade relief Hedge ratio ≥40% if USD/IDR >18,500
Firms (import-dependent) Working capital / pricing Cost pass-through continues; haze adds 18–24 bps Lock FX forwards for 6M on energy/food inputs
BI Policy rate / SRBI / intervention Status Quo = steady policy; no emergency easing Rate hike if reserves <143B or IDR >18,800
OJK/IDX Settlement / ownership rules MSCI freeze = explicit deadline for reform delivery T+2 settlement live by Dec 1; FOL transparency by Feb 9
DPR (2027 Budget) Subsidy allocation / remediation conditions MSCI Status Quo = remediation milestones must attach to APBN revision Vote on remediation-conditioned budget lines Nov 17–23

DPR budget revision votes (remediation attachments) Nov 17–23 ≥3 of 21 milestones conditioned DPR plenary schedule
BI Board of Governors meeting Nov 19–20 Policy rate decision / SRBI calibration BI calendar
Haze peak transition (PSI Singapore) Nov 15–21 PSI <50 sustained 3 days NEA Singapore / BMKG
Remediation artifact due dates (per Unified Protocol) Nov 15–30 8 of 21 milestones deliverable MSCI Artifact Tracker
EPFR weekly fund flows (Nov 14–21) Nov 21 Passive equity >-$3B/week = acceleration EPFR / BI
SRBI non-resident holdings Nov 20 (est.) Decline >Rp5T/week = absorption crack CEIC / BI

What I'm Uncertain About

  1. EPFR fund-level granularity — The 3-day latency and aggregated reporting mean we cannot distinguish passive index-tracking outflows from active manager repositioning. The $1.8B equity outflow is a lower-bound estimate for MSCI-forced selling.
  2. SRBI absorption capacity at scale — The Rp1.5T decline is marginal; we have not stress-tested the instrument against sustained >Rp10T/week non-resident outflows.
  3. OJK/IDX reform timeline — MSCI's consultation response flags "foreign ownership limit transparency and offshore trading restrictions" but no Indonesian authority has published a remediation roadmap with dates.
  4. Haze duration — The 2026 season started August 1; if it extends into December (as in 2015, 2019), the MBG logistics penalty compounds.
  5. China diesel export policy — The halt was described as "temporary" in October; no official duration or volume commitment has been published.
