Post-MSCI Day One: The Operational Playbook for Each Scenario
Rupiah Stability Watch · 2026-10-28
The premise
On November 11, 2026, MSCI announces its decision on Indonesia's classification review. The rupiah screen will move — but the screen is not the story. The story is what 270 million Indonesians, the firms that employ them, and the institutions that govern them do in the hours and days after.
The Pre-MSCI Decision Week piece (October 26) laid out three scenarios with 21 artifact signposts:
| Scenario | MSCI outcome | USD/IDR range (week 1) | 10Y yield jump | BI intervention | Forced-selling pressure |
|---|---|---|---|---|---|
| Status Quo | EM status retained | 17,800–18,300 | < 15 bp | Verbal / spot only | $0.5–1B absorbed |
| Partial Repricing | Standalone with transition period | 18,300–19,200 | 15–40 bp | Spot + NDF + repo | $2–4B over 4–8 weeks |
| Cascade | Standalone, immediate | > 19,200 | > 40 bp | All tools + capital flow measures | $4–6B front-loaded |
This playbook converts that matrix into an operational ledger — what each actor does, when, keyed to data prints that confirm which scenario has materialized. No forecasts. Only observable triggers and published artifacts.
What the evidence supports
The confirmation protocol: 09:00–11:00 WIB, November 11
Within two hours of the MSCI announcement (scheduled ~09:00 WIB), these six data prints confirm the scenario:
| Signal | Status Quo | Partial Repricing | Cascade | Source artifact |
|---|---|---|---|---|
| MSCI announcement text | "Indonesia remains in EM" | "Transition period 6–12 months" | "Immediate reclassification" | MSCI Artifact Tracker Row 1 |
| JCI opening | ±1% from prior close | –1% to –3% | > –3% | MSCI Artifact Tracker Row 3 |
| USD/IDR spot (09:30 WIB) | 17,800–18,300 | 18,300–19,200 | > 19,200 | MSCI Artifact Tracker Row 5 |
| 10Y IndoGB yield jump | < 15 bp | 15–40 bp | > 40 bp | MSCI Artifact Tracker Row 7 |
| BI statement (by 10:30 WIB) | "Monitoring" / verbal intervention | "Spot + NDF intervention activated" | "All tools deployed; CFM readiness" | MSCI Artifact Tracker Row 9 |
| Artifact publication status | All 21 artifacts green | 12–15 artifacts amber | > 8 artifacts red | MSCI Artifact Tracker live feed |
Operational rule: If ≥4 of 6 signals align on one column by 11:00 WIB, that scenario is confirmed. If signals split, treat as Partial Repricing until the 14:00 WIB JCI close print resolves ambiguity.
The forced-selling mechanics are quantified
The MSCI Forced-Selling Mechanics piece (October 24) established: $4–6B passive selling capacity from EM-to-Standalone reclassification, with $2–3B concentrated in the first 10 trading days. Volume/price thresholds:
- Daily outflow > $500M → Partial Repricing confirmed
- Daily outflow > $1B for 3 consecutive days → Cascade confirmed
- BI FX reserve drawdown > $3B/week → Scenario migration trigger
These are not estimates — they are derived from MSCI index methodology, passive fund AUM disclosures, and Indonesia's weight in EM vs. Standalone indices.
The eight operating ledgers are live
The Joint Conformance Monitor Specification (October 27) and First Edition (October 27) established eight ledgers with six-stage conformance diagnostics (SOURCE→OBSERVATION→DECISION→ACTION→VERIFICATION→CORRECTION):
| Ledger | Sub-ledgers / channels | Baseline conformance (Oct 27–Nov 2) |
|---|---|---|
| Haze | PSI thresholds, procurement disruption | Stage 3 (DECISION) — 62% |
| Procurement | GR 24/2026 execution, e-catalog coverage | Stage 2 (OBSERVATION) — 48% |
| Cold-Chain | Temperature compliance, spoilage rate | Stage 2 (OBSERVATION) — 41% |
| Nutrition Lab | Lab coverage, micronutrient verification | Stage 1 (SOURCE) — 35% |
| Diesel | B35 mandate, import parity pricing | Stage 3 (DECISION) — 58% |
| Seismic | School retrofit status, early warning | Stage 2 (OBSERVATION) — 44% |
| AI Perimeter | Compute contract execution, grid resilience | Stage 3 (DECISION) — 55% |
| Rupiah Confidence Perimeter | FX intervention transparency, reserve adequacy | Stage 4 (ACTION) — 71% |
The Remediation Verification Protocol (October 25) defines how MBG Watch visibility records become conformance re-score triggers — each ledger re-scores weekly when a remediation row reaches VERIFICATION stage.
The remediation payoff is ordered
The Unified Remediation Payoff (October 25) ranked 21 remediation rows by rupiah payoff per implementation month. Top 5 for the MSCI window:
| Rank | Remediation | Rupiah payoff (IDR/USD per month) | Implementation lead | Conformance stage target |
|---|---|---|---|---|
| 1 | GR 24/2026 export-chain execution (state enterprises) | –180 | SOE Ministry | VERIFICATION by Week 2 |
| 2 | B35 diesel mandate full compliance | –140 | Energy Ministry | ACTION by Week 1 |
| 3 | MBG e-procurement coverage > 80% | –110 | BPOM / Kementan | VERIFICATION by Week 3 |
| 4 | BI FX intervention transparency protocol | –95 | Bank Indonesia | ACTION by Day 3 |
| 5 | Cold-chain temperature monitoring real-time feed | –85 | Kementan / BPOM | OBSERVATION by Week 1 |
What the evidence does not support
- No scenario predicts a specific USD/IDR level on November 12. The ranges are probabilistic envelopes from the artifact tracker, not point forecasts.
- No forced-selling figure is certain. $4–6B is capacity; actual outflow depends on passive fund rebalancing calendars, which MSCI does not publish.
- No ledger conformance score is a guarantee. Baseline scores are Week 1 (Oct 27–Nov 2). They shift daily as artifacts publish. The playbook uses triggers, not scores.
- BI's toolkit is not unlimited. The Cascade scenario assumes BI deploys "all tools + capital flow measures" — but CFM legality and effectiveness are untested at scale. This is a known uncertainty.
The least-harm path: 48-hour playbook per scenario
Scenario 1: Status Quo (EM retained)
| Actor | 0–12 hours (Nov 11) | 12–48 hours (Nov 11–12) | Key artifact to watch |
|---|---|---|---|
| Household | Hold IDR cash; delay non-essential USD purchases | Resume normal import timing for durable goods | MSCI Artifact Tracker Row 5 (USD/IDR) |
| Firm (importer) | Keep existing hedge ratios (60–70% 3M forward) | Accelerate USD payables due < 30 days | MSCI Artifact Tracker Row 7 (10Y yield) |
| Firm (exporter) | Maintain USD revenue conversion at spot | No action — competitive position unchanged | JCI foreign net flow (Row 4) |
| Policymaker (BI) | Verbal intervention statement by 10:30 WIB | Spot intervention only if USD/IDR > 18,300 | BI intervention statement (Row 9) |
| Policymaker (Fiscal) | Communicate "no policy change" via artifact feed | Publish GR 24/2026 execution update (Row 1 remediation) | Unified Remediation Payoff Row 1 |
Conformance re-score trigger: If Haze ledger reaches Stage 4 (ACTION) by Nov 15 → Partial Repricing migration risk rises.
Scenario 2: Partial Repricing (Standalone with transition)
| Actor | 0–12 hours (Nov 11) | 12–48 hours (Nov 11–12) | Key artifact to watch |
|---|---|---|---|
| Household | Convert 1-month essential import budget to USD at spot | Substitute imported protein (beef, dairy) with local fish/tempeh; shift rice to local variants | MBG Watch meal-tray substitution artifact |
| Firm (importer) | Hedge 90% of 3M USD exposure; extend tenor to 6M | Pre-pay USD invoices due < 60 days; negotiate IDR settlement with suppliers | MSCI Artifact Tracker Row 5, 7 |
| Firm (exporter) | Convert 50% USD revenue at spot; hold 50% for hedge roll | Lock forward sales at 18,500–19,000 for 6M tenor | JCI foreign net flow (Row 4) |
| Policymaker (BI) | Activate NDF intervention + repo facility by 10:30 WIB | Daily FX intervention report (new artifact); reserve drawdown < $2B/week | BI intervention statement (Row 9) |
| Policymaker (Fiscal) | Activate Unified Remediation Payoff Rows 1–3 (top 3) | Demand artifact publication for all 21 remediation rows by Nov 15 | Remediation Verification Protocol |
Conformance re-score triggers (daily watch):
- Diesel ledger → Stage 4 (ACTION) by Nov 14 = B35 mandate executing = –140 IDR/USD payoff
- Procurement ledger → Stage 3 (DECISION) by Nov 14 = GR 24/2026 execution = –180 IDR/USD payoff
- Rupiah Confidence Perimeter → Stage 5 (VERIFICATION) by Nov 14 = BI transparency protocol live
Scenario migration logic (Status Quo → Partial Repricing):
- USD/IDR sustains > 18,500 for 2 consecutive sessions
- 10Y yield jump > 25 bp sustained
- BI NDF intervention activated
- Any 2 of 3 → treat as Partial Repricing
Scenario 3: Cascade (Standalone, immediate)
| Actor | 0–12 hours (Nov 11) | 12–48 hours (Nov 11–12) | Key artifact to watch |
|---|---|---|---|
| Household | Convert 3-month essential import budget to USD | Meal-tray protocol: Full substitution — local carbohydrate (corn, cassava), local protein (egg, tempeh, mackerel), fortified local oil | MBG Watch "What MSCI November Convergence Means for the MBG Meal Tray" (Oct 25) |
| Firm (importer) | Hedge 100% USD exposure; request IDR invoicing from all suppliers | Activate supply-chain contingency: identify IDR-settled alternative sources for critical inputs (pharma, fertilizer, fuel) | Measurement-Chain Conformance Tests (food, medicine, energy — Oct 23–25) |
| Firm (exporter) | Convert 80% USD revenue at spot; retain 20% for operational USD needs | Negotiate IDR-linked export contracts with buyers; use BI export-proceeds facility | BI regulation on export proceeds (Row 11 artifact) |
| Policymaker (BI) | Deploy all tools: spot, NDF, repo, FX swap, capital flow measures readiness | Daily reserve report; intervene to keep USD/IDR < 19,500; coordinate with MOF on fiscal signaling | MSCI Artifact Tracker Row 9, 11, 13 |
| Policymaker (Fiscal) | Emergency artifact demand: All 21 remediation rows to VERIFICATION by Nov 18 | Activate Unified Remediation Payoff Rows 1–10; publish daily conformance dashboard | Remediation Verification Protocol + Unified Remediation Payoff |
Conformance re-score triggers (daily watch — all eight ledgers):
- Haze → PSI > 150 for 3 days = procurement disruption = meal-tray erosion accelerates
- Cold-Chain → Spoilage rate > 15% = nutrition outcome risk = fiscal pressure
- Nutrition Lab → Lab coverage < 50% = unverified meals = program credibility risk
- Seismic → School retrofit < 30% = liability exposure = contingent fiscal risk
- AI Perimeter → Compute contract delay > 30 days = grid resilience gap = investment signal
- Rupiah Confidence Perimeter → Reserve adequacy < 6 months import cover = confidence fracture
Scenario migration logic (Partial Repricing → Cascade):
- Daily forced-selling outflow > $1B for 3 consecutive days
- USD/IDR > 19,200 at 14:00 WIB close for 2 sessions
- 10Y yield jump > 50 bp sustained
- BI reserve drawdown > $3B/week
- Any 3 of 4 → treat as Cascade
Reverse migration (Cascade → Partial Repricing → Status Quo):
- Forced-selling outflow < $300M/day for 5 consecutive days
- USD/IDR < 18,800 sustained for 5 sessions
- 10Y yield jump < 20 bp
- BI reserve drawdown < $1B/week
- All 4 required — reverse migration is harder than forward.
First-week operating-ledger watchlist (November 12–18)
| Day | Ledger priority | Conformance-stage trigger | Action if triggered |
|---|---|---|---|
| Nov 12 (Day 1) | Rupiah Confidence Perimeter, Diesel | RCP → Stage 5 (VERIFICATION); Diesel → Stage 4 (ACTION) | BI transparency protocol live; B35 mandate enforcement |
| Nov 13 (Day 2) | Procurement, Haze | Procurement → Stage 3 (DECISION); Haze → PSI threshold check | GR 24/2026 execution proof; haze procurement protocol |
| Nov 14 (Day 3) | Cold-Chain, Nutrition Lab | Cold-Chain → Stage 2 (OBSERVATION); Nutrition Lab → Stage 2 (OBSERVATION) | Real-time temp feed live; lab coverage expansion plan |
| Nov 15 (Day 4) | AI Perimeter, Seismic | AI Perimeter → Stage 3 (DECISION); Seismic → Stage 2 (OBSERVATION) | Compute contract milestone; retrofit budget release |
| Nov 16 (Day 5) | All eight — Weekly JCM edition | Full six-stage re-score across all ledgers | Joint Conformance Monitor Week 2 published |
| Nov 17–18 | Migration watch | Any ledger regression > 1 stage OR RCP reserve adequacy < 6 months | Scenario migration protocol activates |
The watchlist is not a forecast. It is a checklist of published artifacts and conformance stages that the Joint Conformance Monitor will report. If an artifact is not published, the ledger cannot re-score — that itself is a signal.
The "no-surprise" standard
Every row in this playbook is tied to a published artifact or conformance score:
| Playbook element | Artifact / Score source | Publication cadence |
|---|---|---|
| Scenario confirmation signals | MSCI Artifact Tracker (21 rows) | Real-time, 09:00–11:00 WIB Nov 11 |
| 48-hour actions | MSCI Artifact Tracker Rows 5, 7, 9, 11, 13 | Intraday / daily |
| Forced-selling thresholds | MSCI Forced-Selling Mechanics | Daily (BI / custodian data) |
| Ledger conformance stages | Joint Conformance Monitor | Weekly (Sunday edition) |
| Remediation payoff realization | Unified Remediation Payoff + Remediation Verification Protocol | Weekly (as rows reach VERIFICATION) |
| Meal-tray substitution protocol | MBG Watch: "What MSCI November Convergence Means for the MBG Meal Tray" | Updated per MBG Watch artifact feed |
| Supply-chain contingency triggers | Measurement-Chain Conformance Tests (food, medicine, energy) | Per supply-chain artifact feed |
No action in this playbook rests on a forecast, a model, or an expert opinion. Every trigger is an observable: a published MSCI announcement, a JCI print, a BI statement, a conformance stage reached, a remediation row verified.
What I'm uncertain about
-
Cascade capital flow measures (CFMs). BI's CFM toolkit exists in regulation but has never been deployed at scale. Legal challenges, circumvention, and signaling effects are untested. The playbook assumes readiness — not effectiveness.
-
Passive fund rebalancing calendar. MSCI does not publish fund-level rebalancing schedules. The $4–6B capacity is an upper bound; actual Day 1–10 outflow could be 30–70% of capacity depending on fund custodians' operational choices.
-
Meal-tray substitution elasticity. The MBG Watch convergence pieces quantify budget erosion but not household substitution behavior at scale. Local protein supply response (tempeh, egg, mackerel) at 270M meals/day is untested.
-
GR 24/2026 execution speed. The –180 IDR/USD payoff assumes SOE export-chain execution reaches VERIFICATION by Week 2. Political coordination risk is real and not in the conformance diagnostic.
-
Rupiah Confidence Perimeter reserve adequacy metric. "6 months import cover" is a rule of thumb. Indonesia's actual vulnerability depends on composition of reserves (liquid vs. illiquid, USD vs. SDR vs. gold) — not captured in the current ledger.
The kindness of a playbook
November 12 arrives whether anyone is ready or not. This playbook exists so no household, firm, or policymaker has to improvise their first response. The signals are published. The triggers are observable. The actions are proportional and reversible.
The rupiah screen will move. The story is what we do next.
