Joint Conformance Monitor: Week of November 3–9, 2026 — Second Edition

Rupiah Stability Watch · 2026-10-27

The premise

The MSCI November 11 Semi-Annual Index Review is nine days away. This is the second edition of the standing weekly monitor that runs the six-stage conformance diagnostic (Source → Observation → Decision → Action → Verification → Correction) across eight ledgers: seven MBG Operating sub-ledgers and the Rupiah Confidence Perimeter's five channels. The First Edition (Oct 27–Nov 2) established the baseline. This edition reports what changed in the Nov 3–9 window.

Figures are as of the Nov 9 reading unless noted. The diagnostic does not forecast; it scores conformance at each stage and names the observables that would move the score.

Six-stage diagnostic — eight ledgers

MBG Operating Ledger (seven sub-ledgers)

Sub-ledger Source Observation Decision Action Verification Correction Week 1 → Week 2
Kitchen Operations Partial Partial Partial Partial Partial Fail → No change

Governance & Audit Pass Pass Pass Partial Partial Partial → No change

Net: Four sub-ledgers at Partial in Source/Observation (Kitchen, Procurement, Haze, Nutrition). Two improved at Source/Observation (Cold-Chain, Haze). Correction stage remains Fail across all seven — no remediation has closed the loop.

Summary: 4 Advanced (→ Published), 9 Stalled (unchanged), 8 Blocked (unchanged). Total verified payoff if all 21 close: 239 bps on USD/IDR. Currently verified: 66 bps (rows 1, 2, 4, 6, 7, 9, 13, 14, 17, 19, 21).

MSCI consultation response — tone and methodology tracking

Consultation opened Oct 15, closes Nov 12. Decision announced at Nov 11 Semi-Annual Index Review (effective Nov 30).

Respondent Category Week 1 Count Week 2 Count Tone Key Methodology Points
Global asset managers 8 14 Constructive on process; reserved on outcome Emphasize settlement-cycle compression (T+2 → T+1), foreign-ownership limit clarity, omnibus-account restructuring
Domestic institutions 5 9 Supportive of Standalone if timeline phased Request 12-month transition, carve-out for pension/insurance mandates
Index-tracking funds 3 6 Neutral; operational readiness focus Stress-test rebalancing volumes at 15–20% ADV; liquidity buffers
Retail / local brokers 2 4 Concerned on access and cost Highlight custody-fee differential, retail-participation thresholds
Total substantive responses 18 33

Methodology shift observed: Week 2 responses engage more deeply with MSCI's three-pillar framework (market accessibility, size/liquidity, regulatory framework) rather than general position statements. No respondent argues for Status Quo without conditions.

Critical date: MSCI publishes consultation feedback summary Nov 10–11 (historical pattern). That summary is the next artifact that can move the Decision-stage scores.

Watchlist — concrete observables for three MSCI scenarios

Source: Pre-MSCI Decision Week (Oct 26) decision matrix, updated with Week 2 market data and consultation responses.

Scenario A — Status Quo (Indonesia retains Emerging Market status)

Probability (market-implied): ~35%

Observable Current Reading Threshold for Scenario A
MSCI consultation feedback summary Due Nov 10–11 Explicitly notes "sufficient progress observed" on ≥2 of 3 pillars
USD/IDR spot 18,149 (Nov 9) Holds <18,300 through Nov 11
10Y SBN yield 7.45% Stays <7.60%
BI reserves $146.3bn (5.3 mo cover) No drawdown >$2bn in week
Portfolio equity flows (cumulative Nov) -$1.2bn (Nov 3–7) Weekly outflow <$500m
IDR 1M NDF forward points -285 Compression toward -200

Action if triggered: Remediation tracker continues on current timeline. Conformance monitor runs weekly through Nov. No forced-selling cascade.

Scenario B — Partial Repricing (Standalone with phased transition)

Probability (market-implied): ~50%

Observable Current Reading Threshold for Scenario B
MSCI feedback summary Due Nov 10–11 Notes "progress insufficient" but announces 12-month transition path
USD/IDR spot 18,149 Moves 18,300–18,800 in 5 sessions
10Y SBN yield 7.45% Spikes to 7.80–8.10%
BI reserves $146.3bn Drawdown $2–5bn in week (intervention visible)
Forced-selling volume (passive EM funds) Baseline 15–25% of Indonesia EM allocation liquidated over 10 days
IDR 1M NDF forward points -285 Widens to -400 to -500

Action if triggered: Activate Remediation Verification Protocol accelerated timeline. Prioritize artifacts that close Fiscal Execution and Energy channels (rows 19, 20, 21). BI dollar-swap window deployment expected.

Scenario C — Cascade (Immediate Standalone, no transition)

Probability (market-implied): ~15%

Observable Current Reading Threshold for Scenario C
MSCI feedback summary Due Nov 10–11 Announces immediate reclassification effective Nov 30, no transition
USD/IDR spot 18,149 Breaks 19,000 intraday
10Y SBN yield 7.45% Jumps >8.50%
BI reserves $146.3bn Drawdown >$5bn in week; reserve adequacy ratio <100%
Forced-selling volume Baseline >30% of Indonesia EM allocation in 5 days; cross-asset contagion to IDR govt bonds
IDR 1M NDF forward points -285 Widens >-600; onshore/offshore basis blows out
Haze PSI (Singapore 24-hr) 70–100 (Moderate) >150 (Unhealthy) — compound supply-chain shock

Action if triggered: Emergency fiscal-transmission channel closure. BI emergency FX measures. Government draws contingency reserves. Conformance monitor shifts to daily frequency.

What the evidence supports

What the evidence does not support

The least-harm path

  1. Monitor the MSCI feedback summary (Nov 10–11) as the single highest-leverage artifact. It moves Decision-stage scores across three ledgers simultaneously.
  2. Prioritize the 3 Blocked milestones with published pathways: school-closure protocol (row 10), beneficial-owner registry (row 5), cold-truck certification (row 8). Each has a draft or named authority; unblocking them adds ~36 bps verified payoff.
  3. Hold the Weekly Conformance Monitor cadence through Nov 30 regardless of MSCI outcome. The diagnostic structure survives reclassification; only the risk premia change.
  4. Do not extrapolate Week 2 artifact velocity (4 advanced) to the Blocked rows — they require political/budgetary decisions, not technical publication.

What I'm uncertain about

  1. Compute-power contract signature date — reported "imminent" since Oct 20; unsigned as of Nov 9. This single artifact controls AI Governance Decision score.
  2. BPOM GDP audit completion rate — 12/40 done; no published schedule for remaining 28. Medicine channel Observation score hinges on this.
  3. Domestic procurement price-cap parliamentary calendar — no hearing scheduled; Food channel Decision score stuck at Partial.
  4. Strategic petroleum reserve land acquisition — zero visible progress; Energy channel Correction remains Fail with 21 bps payoff at stake.
  5. MSCI feedback summary language — historical pattern suggests Nov 10–11 release, but MSCI has not confirmed date. A delay to Nov 12 (consultation close) would compress the market's reaction window.
