2027 Budget Revision: Reserve Trajectory Through Q1 2027 Under MSCI Scenarios
Rupiah Stability Watch · 2026-10-31
The premise
The 2027 budget revision is the immediate policy event after the MSCI November 11 decision. The APBN was enacted on September 29 with anchors that have since broken: ICP $75 (now >$108), USD/IDR 17,500 (now ~18,180), 10Y yield 6.9% (now 7.71%), fuel subsidies contained (now Rp480T+ risk), MBG Rp174T (now Rp218.77T with Rp139.77T absorbed). The DPR debate on a supplementary budget (APBN-P) runs November–January.
No existing piece puts monthly reserve trajectory, remediation milestones, MSCI scenarios, and BI response function in one model. This synthesis integrates:
- Four fiscal-transmission channels (MBG, medicine, food, energy/fuel) at their quantified conformance states (120–180 bps combined risk premium) and 21 remediation milestones from the Unified Remediation Payoff — each milestone's rupiah payoff per implementation month as a variable that bends the trajectory when hit.
- Three MSCI forced-selling scenarios (Status Quo / Partial Repricing / Cascade) from MSCI Forced-Selling Mechanics — $0, $2–6B, $4.2–5.8B passive equity outflows, with price impact on USD/IDR and JCI, and the dollar-procurement feedback loop through the energy channel.
- 2027 Budget broken anchors and the APBN-P timeline.
- BI policy response function — rate ceiling where growth sacrifice outweighs marginal FX benefit (7.50%), intervention capacity at current reserves ($146.3Bn, 5.3 months cover), macroprudential tools, deposit facility at 5.00%.
- Joint Conformance Monitor's live state — 21 remediation milestones tracked weekly (4 advanced, 9 stalled, 8 blocked per Second Edition), with Remediation Verification Protocol re-scoring triggers.
The model is not a forecast. It is a decision instrument for BI and MoF officials who must execute the 2027 budget revision and defend the currency after November 11.
What the evidence supports
Reserve trajectory
| Scenario × Pace | Reserves Sep 2026 | Reserves Mar 2027 | Drawdown | USD/IDR Mar 2027 | 10Y Yield Mar 2027 | BI Rate Mar 2027 |
|---|---|---|---|---|---|---|
| Status Quo × Fast | $146.3Bn | $131.3Bn | –$15.0Bn | 19,018 | 8.81% | 6.26% |
| Status Quo × Medium | $146.3Bn | $131.3Bn | –$15.0Bn | 19,057 | 8.93% | 6.27% |
| Status Quo × Slow | $146.3Bn | $131.3Bn | –$15.0Bn | 19,066 | 8.96% | 6.27% |
| Partial Repricing × Fast | $146.3Bn | $128.9Bn | –$17.4Bn | 19,415 | 9.02% | 6.38% |
| Partial Repricing × Medium | $146.3Bn | $129.0Bn | –$17.3Bn | 19,457 | 9.14% | 6.39% |
| Partial Repricing × Slow | $146.3Bn | $129.0Bn | –$17.3Bn | 19,467 | 9.16% | 6.39% |
| Cascade × Fast | $146.3Bn | $128.4Bn | –$17.9Bn | 19,574 | 9.19% | 6.42% |
| Cascade × Medium | $146.3Bn | $128.4Bn | –$17.9Bn | 19,613 | 9.31% | 6.43% |
| Cascade × Slow | $146.3Bn | $128.4Bn | –$17.9Bn | 19,622 | 9.33% | 6.43% |
Key finding: MSCI scenario drives the reserve/FX/yield outcome. Remediation pace changes the conformance risk premium (143–216 bps by March) but has negligible effect on reserves because the fiscal-transmission channels operate through the risk premium, not direct reserve draws. The reserve drawdown is dominated by: (1) baseline current account + debt service (~$1.5Bn/month), (2) oil above budget ($108 vs $75 adds ~$1Bn/month), (3) MSCI equity outflows (60% pass-through to reserves).
Conformance risk premium dynamics
The combined 120–180 bps risk premium across four channels evolves as remediation milestones are hit:
- Fast pace (40% of remaining milestones/month): Conformance bps falls from 150 → 143 (Status Quo) or 193 → 168 (Cascade) by March. Total remediation payoff: Rp66.8Tn.
- Medium pace (20%/month): Conformance bps falls 150 → 161 (SQ) or 211 → 186 (Cascade). Total payoff: Rp30.0Tn.
- Slow pace (8%/month): Conformance bps rises 150 → 166 (SQ) or 216 → 216 (Cascade). Total payoff: Rp20.6Tn.
The energy channel (45–65 bps) dominates the conformance premium and carries the dollar-procurement feedback loop: MSCI outflows → USD/IDR depreciation → higher dollar cost of energy imports → wider current account deficit → further reserve drawdown → further depreciation. This loop amplifies MSCI FX impact by 35% (ENERGY_FX_FEEDBACK_MULTIPLIER = 1.35).
BI policy response function
The model embeds BI's reaction function calibrated to the BI Policy Outlook:
- Rate ceiling at 7.50%: Where growth sacrifice outweighs marginal FX benefit. In all scenarios, BI rate reaches only 6.26–6.43% by March — well below ceiling. BI has room to hike further if needed.
- Intervention capacity: $8Bn/month sustainable, declining as reserves approach $85Bn floor (3 months import cover). Model shows intervention rising from $0 to $0.8–1.2Bn/month across scenarios.
- Macroprudential tools: Activated when composite pressure > 8% (FX + yield + reserve + conformance). In all scenarios, activation occurs in November 2026 and again in January 2027, providing ~15 bps USD/IDR relief per activation.
- Deposit facility at 5.00%: Already hiked, provides liquidity management floor.
APBN-P timeline integration
| Month | APBN-P Status | Model implication |
|---|---|---|
| Nov 2026 | DPR debate begins | Fiscal anchor uncertainty peaks; conformance risk premium elevated |
| Dec 2026 | Committee deliberation | Oil subsidy & MBG revision negotiations; remediation milestones as conditions |
| Jan 2027 | Plenary vote target | Critical signpost: Vote outcome determines whether supplementary budget closes broken anchors |
| Feb 2027 | Presidential assent | Implementation begins; remediation payoff accelerates if budget passes |
| Mar 2027 | Implementation begins | Full remediation payoff flow if APBN-P attaches milestones as conditions |
What the evidence does not support
- Reserves breaching $100Bn (3.6 months cover) by March 2027: Even in Cascade × Slow, reserves hold at $128.4Bn. The $85Bn floor is not tested in this horizon.
- BI rate hitting 7.50% ceiling by March 2027: Maximum modeled rate is 6.43%. The ceiling binds only under additional shocks (e.g., oil >$130, disorderly MSCI + Fed hike combo).
- USD/IDR breaching 20,000 by March 2027: Maximum is 19,622 (Cascade × Slow). The 20,000 crisis threshold requires either larger MSCI outflows (>$8Bn) or oil >$130 sustained.
- Remediation payoff directly arresting reserve drawdown: The payoff reduces the conformance risk premium (lower yields, stronger IDR), but the reserve drain is driven by current account fundamentals and MSCI outflows. Remediation is necessary but not sufficient for reserve stabilization.
- Status Quo MSCI outcome eliminating pressure: Even with zero forced selling, reserves fall $15Bn and USD/IDR reaches 19,000+ due to broken budget anchors (oil, MBG, fuel subsidy).
The least-harm path
For BI and MoF operators, the model identifies three decision levers with least-harm characteristics:
1. Front-load remediation milestones as APBN-P conditions (Fiscal lever)
Attach the 21 milestones — especially ENG-1 (Pertamina hedging, Rp5Tn), ENG-4 (fuel subsidy targeting, Rp8Tn), MBG-2 (nutrition verification, Rp3.5Tn), MED-1 (BPOM fast-track, Rp1.8Tn) — as binding conditions for APBN-P disbursement. This converts political commitment into measurable conformance risk reduction. Cost: Political negotiation. Benefit: 25–50 bps conformance premium reduction by January, lowering 10Y yield by 15–30 bps and USD/IDR by 200–400 points.
2. Pre-commit intervention framework with reserve floor (Monetary lever)
Announce a transparent intervention rule: "BI will intervene up to $8Bn/month while reserves > $110Bn; below $110Bn, intervention tapers to protect $85Bn floor." This reduces uncertainty premium without burning reserves preemptively. Cost: Communication discipline. Benefit: 30–50 bps USD/IDR stabilization per announcement effect (per MSCI Forced-Selling Meets Energy Import Conformance).
3. Activate macroprudential package pre-emptively (Macroprudential lever)
Deploy CFM/MPM tools (FX hedging requirements for corporates, bank FX position limits, LTV tightening on property) in November alongside MSCI decision, not after. The model shows macropru activation in November and January; pre-emption shifts the first activation to October, flattening the November depreciation spike. Cost: Financial sector adjustment. Benefit: 15–30 bps USD/IDR relief during peak MSCI outflow window.
What I'm uncertain about
-
MSCI outflow magnitude and phasing: The $2–6B (Partial) and $4.2–5.8B (Cascade) ranges are wide. Actual passive selling depends on index provider methodology, EM fund flows, and whether active managers front-run. A $1Bn error in outflow assumption = ~45 bps USD/IDR error (amplified to ~60 bps via energy loop).
-
Oil price trajectory: Model uses $108 flat. If oil averages $130 (high scenario), reserve drawdown increases by ~$2.5Bn over 6 months and USD/IDR weakens by ~300 points. If oil drops to $85 (low scenario), reserves improve by ~$1.8Bn and USD/IDR strengthens by ~200 points.
-
Remediation milestone realization probabilities: The pace multipliers (40%/20%/8%) are judgmental. The Second Edition shows 4 advanced, 9 stalled, 8 blocked — but "stalled" may convert to "advanced" rapidly if APBN-P attaches conditions, or stay stalled if political fragmentation persists. A 10-percentage-point pace shift = ~Rp5Tn payoff difference = ~25 bps conformance premium.
-
BI rate pass-through to long-end yields: Model assumes 40% pass-through. If actual pass-through is 60% (as in 2018 taper tantrum), 10Y yields reach 9.5–10.0% in Cascade scenarios, changing the debt service calculus for the 2027 budget.
-
Energy channel feedback loop strength: The 1.35x amplification factor is calibrated to 2022–2024 episodes. Under extreme MSCI outflows, Pertamina's dollar procurement may become nonlinear (tender failures, supplier credit tightening), raising the multiplier to 1.5–1.8x.
-
DPR budget negotiation dynamics: The model treats APBN-P as exogenous timeline. In reality, the MSCI decision (Nov 11) feeds into DPR bargaining power. A Cascade outcome may force faster APBN-P passage with stronger remediation conditions; Status Quo may enable delay.
