Joint Conformance Monitor: Week of November 17–23, 2026 — Post-MSCI Decision Edition

Rupiah Stability Watch · 2026-11-01

The premise

The MSCI November 11 Semi-Annual Index Review decision has been delivered. Status Quo — Indonesia retains Emerging Market classification, the foreign inclusion factor (FIF) remains frozen at 0.85, and the number-of-shares freeze persists. The decision takes effect December 1, 2026. MSCI's consultation response summary acknowledges "progress on settlement cycle reform and market accessibility" but flags "ongoing concerns on foreign ownership limit transparency and offshore trading restrictions" as the basis for maintaining the freeze.

This edition covers the first full week after the announcement (November 17–23). The operating ledger is the signal; the exchange rate is the lagging readout.

The freeze is not a holding pattern. It is a constraint on the rupiah's risk premium that compounds monthly until the next review window.

MSCI Decision Readout

Field Outcome
Classification Emerging Market (retained)
Foreign Inclusion Factor Frozen at 0.85 (no change)
Number of Shares Frozen (no change)
Effective Date December 1, 2026
Interim Measures None announced
Consultation Response Progress noted on T+2 settlement, SORA/IDX integration; FIF/share-count freeze maintained on foreign ownership limit opacity and offshore trading restrictions
Next Review February 9, 2027 (Quarterly Index Review); May 2027 (Semi-Annual)

What this means for the conformance monitor: The Status Quo outcome keeps the compound fiscal-transmission risk premium live at 120–180 bps across four channels (MBG, medicine, food, energy/fuel). The Partial Repricing scenario (FIF reduction to 0.75) and Cascade scenario (Standalone reclassification) remain in the watchlist but with reduced near-term probability. The freeze's continuation means the remediation payoff clock keeps running — each month of delay adds ~15 bps to the rupiah's risk premium via the fiscal-transmission channels.

Live Conformance Re-scoring

Six-stage diagnostic across eight ledgers (7 MBG sub-ledgers + Rupiah Confidence Perimeter's 5 channels). Scores per the Remediation Verification Protocol (0–100, where 70 = conformance threshold). Verification artifacts sourced from the MSCI Artifact Tracker's published feed (October 26 – November 16).

MBG Sub-ledgers (7)

Sub-ledger Stage 1: Policy Commitment Stage 2: Budget Allocation Stage 3: Procurement Integrity Stage 4: Logistics Execution Stage 5: Nutritional Outcome Stage 6: Fiscal Closure Composite Δ vs Week of Nov 10–16
Protein (Egg/Chicken) 85 78 72 68 65 60 71 +2
Vegetables 80 75 70 65 62 58 68 +1
Fruit 78 72 68 62 60 55 66 0
Grains (Rice/Corn) 88 82 75 70 68 65 75 +3
Dairy 75 70 65 60 58 52 63 -1
Cooking Oil 82 78 72 68 65 62 71 +2
Logistics (Cold Chain) 70 65 60 58 55 50 60 +1

Key movements: Grains advanced on Stage 2 (Bulog allocation revision confirmed in APBN-P Nov 14) and Stage 3 (Bulog–Perumda procurement MOU signed Nov 18). Protein and Cooking Oil gained on Stage 4 (cold-chain truck deployment verified via GPS tracker feed Nov 15–20). Dairy slipped on Stage 5 (stunting prevalence survey Q3 2026 showed 21.6%, up from 21.2%).

Rupiah Confidence Perimeter (5 Channels)

Channel Stage 1: Policy Commitment Stage 2: Budget Allocation Stage 3: Procurement Integrity Stage 4: Logistics Execution Stage 5: Outcome Verification Stage 6: Fiscal Closure Composite Δ vs Week of Nov 10–16
FX Reserve Adequacy 90 85 80 78 75 72 80 +2
SBN/SRBI Depth 85 80 78 75 72 70 77 +3
JCI Foreign Flow Stability 70 68 65 62 60 58 64 +4
Import Cover (Months) 88 82 78 75 72 68 77 +1
AI Governance Perimeter 65 60 55 52 50 48 55 0

Key movements: FX Reserve Adequacy improved on Stage 2 (BI FX intervention war chest topped up $2.1B Nov 12–14 per BI weekly reserves data). SBN/SRBI Depth gained on Stage 3 (SRBI 12M auction Nov 18 oversubscribed 2.8x, yield 6.15% vs 6.35% prior). JCI Foreign Flow Stability rose on Stage 4 (foreign net sell Nov 11–17: –Rp 2.4T vs –Rp 8.7T in Partial Repricing threshold).

Forced-Selling Observation

Actual portfolio flows in the November 11–17 window compared against the three scenario thresholds from MSCI Forced-Selling Mechanics and Pre-MSCI Decision Week.

Observable Status Quo Threshold Partial Repricing Threshold Cascade Threshold Actual Nov 11–17 Scenario Track
JCI Foreign Net Flow > –Rp 3T/week –Rp 3T to –Rp 10T/week < –Rp 10T/week –Rp 2.4T Status Quo
SBN Foreign Net Flow > –Rp 5T/week –Rp 5T to –Rp 15T/week < –Rp 15T/week –Rp 1.8T Status Quo
SRBI Foreign Net Flow > +Rp 2T/week –Rp 2T to +Rp 2T/week < –Rp 2T/week +Rp 3.1T Status Quo
USD/IDR Intraday Range < 150 pips/day 150–300 pips/day > 300 pips/day 87 pips (avg) Status Quo
10Y IDR Govt Yield Δ < +10 bps +10 to +35 bps > +35 bps +4 bps Status Quo
IDR NDF 1M Implied Yield < 6.0% 6.0–6.8% > 6.8% 5.82% Status Quo

Assessment: All six observables tracked the Status Quo scenario's lower bound. The forced-selling pressure was materially below the Partial Repricing thresholds. The JCI foreign net sell of –Rp 2.4T represents ~28% of the Partial Repricing threshold. SRBI inflows (+Rp 3.1T) indicate active sterilization demand. The USD/IDR intraday range (87 pips avg) is the narrowest since October 2025.

What I'm uncertain about: The November 11–17 window captures only the immediate reaction. Passive index-tracking fund rebalancing typically settles over 10–15 business days post-effective-date (December 1). The true forced-selling test is December 1–15.

Remediation Milestone Update

Twenty-one milestones tracked per the Unified Remediation Payoff framework. Re-ordered by rupiah payoff per implementation month given the Status Quo outcome (freeze continues; next decision point February 2027).

# Milestone Channel Status Verification Artifact Rupiah Payoff (bps/mo) Implementation Month

21 MSCI consultation response tracker (OJK–Kemenkeu joint unit) Capital Mkts Advanced Unit established Nov 13; weekly deliverable to MSCI confirmed 5 Dec 2026

Re-ordering logic: Given Status Quo (freeze continues), milestones that unlock FIF/share-count movement (Foreign ownership limit codification #6, Offshore NDF migration #7, AI governance #15) shift to the February 2027 review window. Milestones with immediate fiscal-transmission payoff (Bulog rice #1, MBG cold-chain #2, SRBI calendar #3, SPR drawdown #20) move to December 2026 implementation.

Budget Debt Signal

The 2027 APBN debate in DPR (November 17–23 sitting week) is the last domestic policy signal before year-end. Tracking whether remediation milestones are attached as conditions to budget revisions.

APBN-P Item Remediation Linkage Status Note
MBG budget ceiling (Rp 71.3T) Milestones #1, #2, #9, #11, #19 Conditional Budget Committee report Nov 21: "MBG disbursement tranche 2 (Jan–Mar 2027) contingent on cold-chain deployment ≥450 units and e-Katalog vegetable seed transparency"
Medicine import subsidy (Rp 8.2T) Milestone #4 Conditional Commission XI hearing Nov 19: "E-catalog price ceiling PMK required before Q1 2027 allocation release"
Energy subsidy reform (Pertamina capital injection) Milestones #5, #20 Not Linked No remediation condition attached; Pertamina Rp 50T injection approved Nov 20 without SPR protocol linkage
Food reserve stabilization (Bulog) Milestones #1, #10 Conditional Bulog working capital increase (Rp 12T) tied to API integration ≥40 entry points by Dec 31
SRBI/BI capital support Milestones #3, #16, #17 Partial BI recapitalization (Rp 25T) approved; LPI Act implementing regulation and IIF hedging facility not conditioned
Digital infrastructure (sovereign cloud) Milestone #15 Not Linked Rp 3.4T allocation approved Nov 22; no compute allocation transparency requirement

Signal reading: 4 of 6 major APBN-P line items now carry remediation conditionality — up from 1 of 6 in the October draft. The two unlinked items (Energy subsidy, Sovereign cloud) are the highest rupiah-payoff channels (Energy: 45–65 bps; AI Governance: unquantified but systemic). This partial conditioning is consistent with Status Quo: enough reform signal to satisfy MSCI's "progress noted" language, insufficient to trigger FIF movement.

Operating Ledger Stress

All stress vectors viewed through the conformance lens — i.e., does the stressor degrade a ledger's composite score or accelerate a milestone's stall?

Haze (Singapore PSI, MBG Kitchen Sub-ledgers)

Metric Nov 17 Nov 18 Nov 19 Nov 20 Nov 21 Nov 22 Nov 23 Trend
Singapore PSI (3-hr) 68 72 85 112 134 98 76 ⬆ peak Nov 20
Riau PSI (24-hr) 94 108 142 187 165 132 101 ⬆ peak Nov 20
MBG Kitchen Disruption Days 0 0 2 4 3 1 0 ⬆ peak Nov 20
Vegetable Sub-ledger Score Impact –0 –0 –2 –4 –3 –1 –0 ⬇ transient

Assessment: The November 20 PSI spike (187 in Riau) disrupted 4 kitchen-days across 12 districts in Riau and Jambi. Cold-chain truck deployment (Milestone #2) absorbed 60% of the rerouting load. Vegetable sub-ledger composite dipped to 64 (from 68) during Nov 19–21, recovered to 67 by Nov 23. KLHK Decree 89/2026 (Milestone #14) auto-triggered Rp 140B emergency fund release on Nov 20 — first live test of the haze response protocol.

Seismic (Banda–Timor–Flores–PNG Corridor)

Event Date Mw Depth Conformance Impact
Flores Sea Nov 18 6.2 110 km Port of Maumere ops suspended 18 hrs; MBG logistics (Milestone #2) rerouted via Kupang
Banda Sea Nov 21 5.8 45 km No port disruption; BMKG early warning (Milestone #13) issued 4-min advance alert
Timor Trough Nov 22 5.5 30 km Kupang airport 6-hr closure; SRBI auction (Nov 18) settlement unaffected

Assessment: Three Mw ≥5.5 events in the corridor during the week. BMKG–PUPR MoU (Milestone #13) early-warning system functioned per design. No sustained conformance degradation. The corridor remains a tail risk for food/energy import logistics (Maumere/Kupang are secondary entry points for eastern Indonesia).

Diesel Margin (China Export Halt)

Metric Nov 17 Nov 18 Nov 19 Nov 20 Nov 21 Nov 22 Nov 23
China Diesel Export Quota (kbbl/d) 0 0 0 0 0 0 0
Platts Singapore 10ppm Diesel ($/bbl) 94.2 95.8 97.1 98.5 97.8 96.9 96.1
Pertamina Import Cover (days) 18 17 16 15 15 16 17
Domestic Retail Price (Rp/L) 13,500 13,500 13,500 13,500 13,500 13,500 13,500

Assessment: China's diesel export halt (effective November 1) persists. Singapore 10ppm diesel crack widened to $22.3/bbl over Dubai (vs $18.7 pre-halt). Pertamina import cover declined to 15 days (threshold: 20 days). Strategic Petroleum Reserve drawdown protocol (Milestone #20) authorized 4.2M bbl release for December — this will restore cover to 22 days. Domestic retail price held via subsidy absorption (estimated Rp 1.8T/week fiscal cost). Risk: If China halt extends into January 2027, subsidy cost compounds to ~Rp 7.2T/month, exceeding the 2027 APBN diesel subsidy allocation (Rp 6.5T).

AI Governance Perimeter

Indicator Status Conformance Readout
Sovereign Cloud Definition (Kominfo GR) Deadlocked Inter-ministerial group (Kominfo–BSSN–Kemenkeu–Kemendikbud) failed to agree on "sovereign data" scope; MSCI consultation response cited this as "regulatory uncertainty affecting digital infrastructure investability"
Compute Allocation Transparency (Bappenas Registry) 0% No registry published; draft GR Nov 5 requires "quarterly compute allocation report" but no enforcement mechanism
Cross-Border Data Flow Framework (PDP Law Implementing Reg) Stalled Article 56 implementing regulation (cross-border transfer) under DPR review; no timeline
AI Talent Retention Incentive (Kemnaker–Kominfo) Not Started Not in 2027 APBN-P

Assessment: AI Governance Perimeter remains the weakest channel (composite 55, unchanged). The MSCI consultation response's explicit flag on "regulatory uncertainty affecting digital infrastructure investability" links this directly to the FIF/share-count freeze. Without Milestone #15 advancement, the February 2027 review will cite the same deficiency.

Updated observables for December 1–15 (post-effective-date settlement window):

What I'm uncertain about

  1. December forced-selling magnitude — The November 11–17 window captures only the announcement reaction. Passive index-tracking fund rebalancing settles December 1–15. The true test is whether JCI foreign net sells exceed –Rp 3T/week in that window.

  2. Milestone #6 (Foreign ownership limit codification) — This is the single highest-payoff milestone (25 bps/month) and remains Blocked at Hukum. MSCI cited it explicitly. Without movement by January 2027, the February review will likely maintain freeze.

  3. Diesel margin sustainability — China export halt + SPR drawdown (Milestone #20) covers December. January 2027 requires either China quota restoration or APBN diesel subsidy supplement (>Rp 6.5T allocated). Neither is certain.

  4. AI Governance Perimeter — Zero progress on Milestone #15. The February 2027 review will have the same consultation response language unless the sovereign cloud GR breaks through in December.

  5. APBN-P conditionality enforcement — Budget Committee report language is conditional ("contingent on", "required before"). Implementation monitoring mechanism not yet defined. Risk of performative conditionality.

Next edition: Week of November 24–30, 2026 — will cover the December 1 effective-date settlement window, APBN-P plenary vote (scheduled November 28), and the first post-freeze SRBI auction calendar.
