Capital Account Remediation Roadmap: Closing the Verification and Correction Gaps Before June 2027
Rupiah Stability Watch · 2026-11-06
The Premise
Indonesia's capital-account measurement chain — the six-stage diagnostic from SOURCE through CORRECTION that governs how portfolio flows are observed, verified, and corrected — scored two Fail stages (VERIFICATION, CORRECTION) and four Partial stages in its November 1 conformance test. This is not abstract plumbing. The capital account is the primary transmission path for MSCI forced-selling: when passive equity outflows hit ~$3.2–4.1 billion over the November rebalancing window, they land on a measurement chain that cannot verify what entered, cannot correct what is misreported, and therefore cannot signal reserve pressure until the pressure has already drained.
Under the October 2026 stress window — Brent >$108/bbl, USD/IDR ~18,000, Bank Indonesia reserves $146.5 billion, 10Y SBN yield 7.17% — the capital-account conformance failures add an estimated 85–135 basis points of marginal rupiah risk premium. This makes it the largest single transmission channel in the rupiah confidence perimeter, exceeding energy imports (45–65 bps), MBG (35–55 bps), food imports (28–42 bps), and medicine imports (12–18 bps).
The five-channel compounding total: 205–315 bps of cumulative rupiah risk premium attributable to measurement-chain conformance failures across fiscal and capital-account channels.
The MSCI November 11 decision delivered Status Quo: Emerging Market status retained, Foreign Inclusion Factor (FIF) frozen at 0.85, share-count freeze to December 1, reclassification deferred to June 30, 2027. The freeze is not a pause; it is a compounding constraint. Every month it persists, the weight compression deepens and the forced-selling overhang grows. The capital-account channel transmits this freeze continuously — each month of unverified, uncorrectable flows adds to the risk premium the market prices into the rupiah.
This piece does not re-diagnose. It engineers the reversal. It specifies what to fix, in what order, by whom, with what public proof, and what the rupiah gets back at each milestone — sequenced by rupiah payoff per implementation month, aligned to the June 2027 catalyst deadline.
The Transmission Architecture
The Measurement-Chain Standard defines six stages. The capital-account chain fails at the two stages that matter most for credibility: VERIFICATION and CORRECTION.
| Stage | Score | Core Failure |
|---|---|---|
| 1. SOURCE | Partial | OJK/BPS/BI reporting perimeters differ; custodian vs. settlement data gaps |
| 2. OBSERVATION | Partial | Monthly IIP/BOP lag; no daily portfolio-flow visibility |
| 3. DECISION | Partial | BI intervention rules lack portfolio-flow triggers; sterilisation framework assumes verifiable flows |
| 4. ACTION | Partial | FX intervention execution observable; portfolio-flow hedging operations not disclosed |
| 5. VERIFICATION | Fail | No independent reconciliation of custodian reports vs. BI IIP; no audit trail for equity vs. debt splits |
| 6. CORRECTION | Fail | No mechanism to revise reported flows post-settlement; errors compound into IIP stock positions |
The two Fail stages are not independent. They cascade: without VERIFICATION, the CORRECTION stage has no trusted input to correct. Without CORRECTION, VERIFICATION findings have no closure mechanism. The four Partial stages are necessary but insufficient — they create the data, but without the Fail stages closed, the data cannot be trusted or fixed.
The Capital Account Remediation Table
The table below consolidates every material failure point across the six stages. Each row names the accountable officer/agency, the public verification artifact that closes the gap, the measurement-chain stage it resolves, the marginal rupiah payoff, and the implementation timeline. Rows are sorted by payoff per month (bps USD/IDR ÷ implementation months), highest first.
| Rank | Failure Point (Measurement-Chain Stage) | Accountable Officer / Agency | Public Verification Artifact | Marginal Payoff (Full Closure) | Impl. Months | Payoff per Month (bps USD/IDR) | Feasibility Window |
|---|---|---|---|---|---|---|---|
| 1 | Daily custodian-BI reconciliation feed (VERIFICATION) | BI Deputy Governor (Monetary Policy) + OJK Chairman (joint mandate) | Daily reconciliation dashboard: custodian net flows vs. BI IIP portfolio lines, published T+1 with variance bands | 25–35 bps | 3 | 8.3–11.7 | Pre-Nov 11 |
| 2 | Mandatory equity/debt split at settlement (VERIFICATION) | BI Deputy Governor (Payment Systems) + KSEI President Director | Settlement-day equity/debt classification report, published daily on BI/OJK websites | 15–22 bps | 2 | 7.5–11.0 | Pre-Nov 11 |

Implementation Sequencing: Three Horizons
Horizon 1: Pre-November 11 MSCI Window (Immediate — 4 milestones)
Four milestones are feasible before the November 11 MSCI decision window. These are the credibility deposits — visible, verifiable actions that signal to MSCI and the market that Indonesia can close the VERIFICATION and CORRECTION gaps that the freeze exploits.
| Milestone | Target Date | Accountable | Verification Artifact |
|---|---|---|---|
| Daily custodian-BI reconciliation feed (Rank 1) | Nov 8, 2026 | BI DG Monetary Policy + OJK Chair | T+1 dashboard live, variance <2% |
| Mandatory equity/debt split at settlement (Rank 2) | Nov 8, 2026 | BI DG Payment Systems + KSEI | Daily classification report published |
| Post-settlement correction window T+5 (Rank 3) | Nov 15, 2026 | BI DG Monetary Policy + OJK Chair | First weekly correction ledger published |
| BI portfolio-flow intervention trigger (Rank 4) | Nov 15, 2026 | BI DG Monetary Policy | Rule published on BI website, first trigger test logged |
Combined marginal payoff (Horizon 1): 52–90 bps of USD/IDR risk-premium compression if all four deliver. This is the maximum credible compression achievable before MSCI's June 2027 review — and it must be delivered, not promised. The artifact chain from Horizon 1 becomes the evidence MSCI evaluates in June 2027.
Horizon 2: November 2026 – June 2027 (Structural — 3 milestones)
These three milestones close the remaining Partial stages and unify the data perimeter. They require inter-agency coordination but have clear accountable officers and measurable artifacts.
| Milestone | Target Date | Accountable | Verification Artifact |
|---|---|---|---|
| Daily IIP flash estimate (Rank 6) | Mar 31, 2027 | BI DG Statistics | Daily flash live 09:00 WIB, revision log public |
| FX intervention portfolio-flow disclosure (Rank 7) | Mar 31, 2027 | BI DG Monetary Policy | Weekly report with portfolio-flow separation |
| Unified SOURCE perimeter (Rank 5) | Apr 30, 2027 | Coordinating Minister Econ + BI Gov + OJK Chair + BPS Head | MOU signed, quarterly compliance audit published |
Combined marginal payoff (Horizon 2): 20–31 bps additional compression. These milestones do not directly close VERIFICATION/CORRECTION but they make the data feeding those stages trustworthy and timely. Without them, Horizon 1 artifacts degrade — reconciliation feeds drift, correction windows lose precision.
Horizon 3: Post-June 2027 Catalyst (Institutional — 1 milestone)
The final milestone — full equity/debt audit trail with custodian attestation (Rank 8) — requires legislative/regulatory underpinning (OJK regulation, KSEI rule change, BI statistical directive). It is the institutional lock that prevents reversion. Its payoff per month is lowest (0.8–1.3 bps/month) because implementation takes 8 months, but its cumulative payoff (6–10 bps) is structural — it converts the remediation from a crisis response into a permanent feature of Indonesia's capital-account architecture.
Target: November 2027 (aligned with the next MSCI Semi-Annual Index Review cycle).
The June 2027 Catalyst Matrix Alignment
The June 2027 MSCI Annual Market Classification Review is the dated decision framework. The remediation roadmap maps directly to MSCI's five market accessibility criteria:
| MSCI Criterion | Capital Account Milestone(s) | Artifact MSCI Will Reference |
|---|---|---|
| Settlement cycle (T+2 by 2027) | Ranks 1, 2, 3 (custodian reconciliation, equity/debt split, T+5 correction) | Daily reconciliation dashboard, settlement classification, correction ledger |
| Foreign ownership limits | Rank 5 (Unified SOURCE perimeter) | MOU with common residency definitions |
| Free float | Ranks 6, 7 (Daily IIP flash, intervention disclosure) | Daily portfolio equity visibility, intervention transparency |
| Market infrastructure | Ranks 1, 2, 8 (Reconciliation, split at settlement, audit trail) | Custodian-KSEI-BI data chain, annual attestation |
| Regulatory transparency | All ranks (every artifact is a public record) | Complete artifact chain published on BI/OJK websites |
The compounding constraint: If Horizon 1 milestones are not delivered by November 2026, the June 2027 review evaluates a status quo of failure — the same VERIFICATION and CORRECTION gaps that existed in November 2026, now seven months deeper. The freeze compounds at ~85–135 bps/month of risk premium; seven months of compounding without visible remediation makes the structural case for reclassification to Standalone significantly harder to reverse.
What the Evidence Supports
-
The capital-account channel is the largest single transmission channel at 85–135 bps baseline under October 2026 stress. This is measured, not assumed — it derives from the conformance test's stage-by-stage failure mapping to FX demand, reserve drawdown, and yield widening.
-
VERIFICATION and CORRECTION are the binding constraints. The four Partial stages (SOURCE, OBSERVATION, DECISION, ACTION) produce data, but without VERIFICATION the data cannot be trusted, and without CORRECTION errors become permanent stock distortions in the IIP.
-
Four milestones are technically feasible before November 11. They require BI and OJK operational decisions, not legislative changes. The technology (custodian feeds, KSEI settlement data, BI statistics infrastructure) exists; the gap is the mandate to publish.
-
The June 2027 catalyst is dated and binding. MSCI's consultation response (November 6) characterised engagement as "constructive" but flagged that "sufficient progress" on free float and foreign ownership limits remains the gate. The artifact chain from this roadmap is what "sufficient progress" looks like in practice.
-
Payoff per implementation month is the correct sequencing metric. The market prices risk in real time; remediation must price its credibility the same way. Bureaucratic convenience sequencing would deliver the easiest milestones first (ranks 5–7), leaving the highest-payoff VERIFICATION/CORRECTION closures (ranks 1–3) undone when MSCI reviews in June 2027.
What the Evidence Does Not Support
-
That the 85–135 bps estimate is precise. It is a range derived from stress-window elasticity (October 2026 conditions: Brent >$108, USD/IDR ~18,000, reserves $146.5B, 10Y yield 7.17%). Under different stress conditions — lower oil, higher reserves, narrower yield spread — the marginal transmission compresses. The range captures this uncertainty; the midpoint (110 bps) is a planning assumption, not a forecast.
-
That all eight milestones are independent. They are not. Rank 1 (daily reconciliation) feeds Rank 3 (T+5 correction). Rank 2 (equity/debt split) enables Rank 8 (audit trail). Rank 5 (unified SOURCE) improves the input quality for Ranks 1, 3, 6, 7. The payoff-per-month metric assumes sequential delivery; parallel delivery changes the interaction effects.
-
That MSCI will weigh each artifact equally. MSCI's methodology weights settlement cycle and foreign ownership limits most heavily for reclassification decisions. Ranks 1, 2, 3, 5, 8 map most directly to these criteria. Ranks 4, 6, 7 support the free float and transparency criteria. The roadmap prioritises by rupiah payoff, which correlates with but does not perfectly match MSCI's weighting.
-
That the freeze will lift if remediation delivers. MSCI has not committed to a specific threshold for freeze relaxation. "Sufficient progress" is a judgment, not a checklist. The roadmap makes the progress visible and verifiable; it does not guarantee the outcome.
What I'm Uncertain About
-
The content of BGN's November 7–8 submission to MSCI. The statutory 14-day response window closed three to four days before the MSCI decision. That submission is now a fixed verification artifact in MSCI's June 2027 review. Whether it included granular T+2 implementation milestones, foreign ownership limit relaxation timetables, or free-float enhancement commitments remains opaque. If it did not, the capital-account artifact chain from this roadmap carries even more weight in June 2027.
-
BI's willingness to publish daily custodian reconciliation. This requires BI to expose its IIP portfolio lines at custodian-level granularity daily. Some central banks treat this as operationally sensitive. If BI resists, Rank 1 (the highest-payoff milestone) stalls, and the entire VERIFICATION cascade degrades.
-
OJK–KSEI coordination on mandatory equity/debt split at settlement. KSEI's settlement system captures instrument-level data; the equity/debt classification requires OJK's regulatory taxonomy. The technical integration is straightforward; the inter-agency mandate is not. This is a political/coordination risk, not a technical one.
-
The interaction with the fiscal-transmission channels. The Unified Remediation Payoff (Oct 25) ordered 21 milestones across four fiscal channels by payoff per month. The capital-account channel's eight milestones compete for the same accountable officers (BI Deputy Governors, OJK Chairman, Coordinating Minister). Resource contention is real. The combined five-channel roadmap (205–315 bps total) requires a single sequencing authority — currently absent — to prevent Horizon 1 capital-account milestones from being crowded out by fiscal-channel milestones with lower payoff but stronger ministerial sponsorship.
-
The post-June 2027 scenario if MSCI reclassifies to Standalone. This roadmap assumes the June 2027 review is the binding catalyst. If MSCI reclassifies Indonesia to Standalone, the forced-selling mechanics change (no longer index-driven rebalancing; instead, a structural outflow as EM-dedicated funds exit). The capital-account remediation remains necessary — arguably more so — but the payoff calculus shifts from "freeze relaxation" to "outflow manageability." A separate roadmap for the Standalone scenario is needed if the June 2027 decision goes against Indonesia.
The Next Move
The Horizon 1 delivery track is the immediate test. Four milestones, two accountable agencies (BI, OJK), three weeks to November 11. The artifacts are defined; the payoff is quantified; the MSCI deadline is dated.
Track Horizon 1 delivery weekly against the artifact checklist:
- Week of Nov 3: Custodian-BI reconciliation feed design finalised, KSEI equity/debt split specification agreed
- Week of Nov 10: Reconciliation dashboard live (T+1), equity/debt classification publishing, first correction ledger cycle initiated, intervention trigger rule published
- Week of Nov 17: First full artifact set verified against MSCI's five criteria mapping
If Horizon 1 delivers, the capital-account channel moves from Fail → Partial at VERIFICATION and CORRECTION, and the 85–135 bps risk premium has a visible, dated compression path. If it does not, the freeze compounds, and the June 2027 review evaluates a deeper failure.
The roadmap is not a wish list. It is a dated commitment framework. The market, MSCI, and Indonesian policymakers now have the same measuring stick.
