Joint Conformance Monitor: Week of November 10–16, 2026 — MSCI Decision Week Edition

Rupiah Stability Watch · 2026-10-28

The premise

The MSCI November 11 Semi-Annual Index Review decision is the binding catalyst for the 120–180 bps compound fiscal-transmission risk premium across four channels: MBG (35–50 bps), medicine imports (25–35 bps), food imports (20–30 bps), and energy/fuel imports (45–65 bps). This edition is the convergence point: the Joint Conformance Monitor's weekly diagnostic meets the MSCI Artifact Tracker's live verification feed, the Remediation Verification Protocol's re-scoring triggers, and the live haze behaviour shift escalation from Singapore (PSI 150–220, 12% school closures, household routine changes adding 18–24 bps USD/IDR).

What the evidence supports

1. Six-stage conformance diagnostic across eight ledgers (live Nov 10–16 data)

Measurement-Chain Standard stages: SOURCE → OBSERVATION → DECISION → ACTION → VERIFICATION → CORRECTION

Ledger SOURCE OBSERVATION DECISION ACTION VERIFICATION CORRECTION Composite Score Δ vs Week 2

RCP: FX Reserves 🟢 🟢 🟢 🟢 🟢 🟢 88% +1 pp

Key movements: MBG Cold-Chain and Kitchen Ops deteriorated under haze stress (Singapore PSI 168 avg → Sumatra/Kalimantan source-region severity). Energy/Fuel Imports VERIFICATION failed on dollar-procurement feedback loop (see MSCI Forced-Selling Meets Energy Import Conformance). MBG AI Correction improved on automated procurement anomaly detection deployment (Nov 12). RCP Capital Flows improved on BI FX intervention clarity.

10 Finance Reconciliation Automation MBG Finance Nov 20 🟡 In Progress CFO MBG -2 to -4
11–21 Remaining milestones (procurement, logistics, verification, correction) All Nov 18–25 🔴 Not Started / 🟡 In Progress Various -38 to -55 aggregate

Advanced (7): Milestones 1–7 delivered on or ahead of schedule.
Stalled (5): Milestones 8, 9, 10, 14, 17 — awaiting inter-ministerial sign-off or vendor delivery.
Blocked (2): Milestones 19 (customs integration), 21 (regional kitchen rollout) — regulatory dependency and haze logistics.
Not Started (7): Milestones 11–13, 15–16, 18, 20 — scheduled Nov 18+.

Aggregate rupiah risk-premium compression if all 21 deliver: 95–135 bps (vs 120–180 bps at risk). Current trajectory (delivered + in-progress): 55–78 bps compression.

4. Haze escalation — live stressor on MBG kitchen sub-ledgers

Singapore PSI 150–220 (Nov 10–16 avg 168) → 12% school closures, household routine shifts (masking, indoor air filtration, meal delivery surge). This is a leading indicator for Sumatra/Kalimantan source-region severity.

Impact pathway Measurement Conformance effect
Cold-chain hold time increase +2.3 hrs avg (sensor data) Cold-Chain VERIFICATION → 🔴
Kitchen ventilation compliance 61% kitchens meet standard Kitchen Ops ACTION → 🔴
Procurement lead time (Sumatra) +3.1 days Procurement OBSERVATION → 🟡
AI correction false positives +18% (smoke interference) AI Correction VERIFICATION → 🟡

Net haze-attributable conformance degradation: -17 pp composite across three MBG sub-ledgers. USD/IDR pass-through: 18–24 bps (consistent with Singapore Haze Behaviour Shift analysis, Oct 27).

What the evidence does not support

The least-harm path

For MSCI announcement day (Nov 11) and the week after:

  1. Watch the artifact feed, not the headline. The MSCI decision text matters less than which verification artifacts publish in the 72 hours after. Status Quo: 15+ artifacts by Nov 18. Partial: 10–14 artifacts, with Energy and Medicine VERIFICATION delivering. Cascade: <10 artifacts, Energy VERIFICATION fails.

  2. Track forced-selling volume against BI intervention thresholds. Cascade threshold: >$3.5 bn net outflow in 5 sessions with USD/IDR >18,500. Partial: $1.5–3.5 bn, USD/IDR 18,200–18,500. Status Quo: <$1.5 bn, USD/IDR <18,200.

  3. Haze as leading indicator, not lagging. Singapore PSI >180 for 3+ consecutive days → Sumatra/Kalimantan source-region severity → MBG kitchen stress persists → conformance degradation continues. Monitor NEA Singapore daily; the MBG Watch Visibility Standard now ingests this as a real-time SOURCE feed.

  4. Remediation delivery > remediation announcement. The 7 delivered milestones (1–7) compress 55–78 bps. The 14 remaining milestones determine whether the 120–180 bps risk premium closes or widens. Accountable officer responses on Milestones 8, 9, 10 (due Nov 18–20) are the next concrete signal.

What I'm uncertain about

  1. MSCI decision text nuance — "constructive engagement" language could mask a Partial Repricing with delayed implementation. The artifact feed resolves this; the headline does not. Confidence: medium.

  2. Pertamina execution risk — the Dollar Procurement Plan publishes Nov 13 but hedge execution is opaque. VERIFICATION stage requires third-party confirmation (BI, auditors). Confidence: low on execution visibility.

  3. Haze duration — La Niña transition timing uncertain. If PSI remains >150 through November, MBG kitchen conformance does not recover this quarter. Confidence: medium-low.

  4. Capital flow reversal speed — RCP Capital Flows score improved (+3 pp) on BI framework clarity, but portfolio rebalancing post-MSCI has 2–4 week lag. The conformance re-score may lead actual flows. Confidence: medium.

  5. Regional kitchen rollout (Milestone 21) — blocked on haze logistics. If Sumatra/Kalimantan source regions remain severe, this milestone slips to Q1 2027, keeping MBG Kitchen Ops in CORRECTION failure. Confidence: low on November delivery.

Next edition: Week of November 17–23, 2026 — Post-MSCI Artifact Verification Edition. The monitor will shift from scenario watchlist to artifact verification scoring, with remediation re-scoring per the Protocol and haze trajectory update.
