2027 Budget Revision Monitor: DPR Debate Week Nov 10–16 — Post-MSCI, Post-BGN Window, Conformance Under Extended Freeze
Rupiah Stability Watch · 2026-11-05
The premise
The MSCI November 11 Semi-Annual Index Review decision is the binding catalyst for the 120–180 bps compound fiscal-transmission risk premium across four channels: MBG (35–50 bps), medicine imports (25–35 bps), food imports (20–30 bps), and energy/fuel imports (45–65 bps). This edition is the convergence point: the MSCI decision delivered (Status Quo), BGN's 14-day artifact window closed, DPR debate continues, and haze escalates as a live stressor on MBG kitchen sub-ledgers — all while the capital-account conformance channel (85–135 bps baseline) operates under an extended freeze.

What the evidence supports
1. MSCI November 11 decision: Status Quo with extended freeze
The November 11 Semi-Annual Index Review announced November 11 (read in Indonesia ~November 12 morning WIB), effective December 1, 2026, delivered:
- Emerging Market status retained — no immediate downgrade to Standalone or Frontier.
- Foreign Inclusion Factor (FIF) frozen at 0.85 — no increases permitted.
- Share-count freeze persists to December 1 — no upward migration across size-segment indexes, no new IMI additions.
- Reclassification decision deferred to June 30, 2027 — the Annual Market Classification Review in June 2027 becomes the next binding catalyst.
- Indonesia's MSCI EM weight already compressed from 1.16% to 0.43% — a 63% reduction reflecting the freeze's cumulative effect.
The MSCI consultation response (November 6) characterised engagement as "constructive" — acknowledging progress on settlement cycle reform (T+2 by 2027) and market accessibility, but flagging that "sufficient progress" on free float and foreign ownership limits remains the gate for any freeze relaxation.
The freeze is not a pause; it is a compounding constraint. Every month it persists, the weight compression deepens and the forced-selling overhang grows.
2. BGN's 14-day window closed November 7–8: artifact credibility settled
The statutory 14-day response window to BGN's October 24 information request closed November 7–8 — three to four days before the MSCI decision. This convergence matters because:
- The BGN response is an MSCI verification artifact. Its completeness, specificity, and timeliness are now fixed in the record MSCI will reference in June 2027.
- Five market accessibility criteria (settlement cycle, foreign ownership limits, free float, market infrastructure, regulatory transparency) each have a corresponding artifact chain. The BGN window closed the loop on the settlement-cycle and regulatory-transparency chains.
- What we do not know: the full content of the BGN submission. The public record shows filing occurred; the substance — whether it included granular T+2 implementation milestones, foreign ownership limit relaxation timetables, or free-float enhancement commitments — remains opaque. This belongs in What I'm uncertain about.
3. DPR committee position update — Week 2 debate dynamics
The 2027 APBN revision debate enters its second week. The conformance/remediation lens maps committee positions and accountable officers per budget line against the 21 remediation milestones (Unified Remediation Payoff, October 25).
| Committee | Budget Lines in Scope | Remediation Milestones Attached as Conditions | Accountable Officer | Position Shift vs Week 1 |
|---|---|---|---|---|
| Komisi XI (Keuangan) | Fiscal deficit ceiling (1.8–2.4% GDP), revenue assumptions, SBN issuance | M1–M3 (Revenue administration, tax compliance, SBN calendar discipline) | Minister of Finance / DG Budget | Hardening — insists on oil price assumption $75/bbl (govt: $80), deficit cap at 2.2% |
| Komisi V (Infrastruktur) | MBG allocation, cold-chain capex, kitchen construction | M4–M8 (MBG procurement transparency, cold-chain conformance, kitchen ops standardisation, AI correction deployment, nutrition outcomes) | Head of National Nutrition Agency / DG Treasury | Guarded — demands kitchen-sub-ledger visibility before releasing Phase 2 capex tranche |
| Komisi IX (Kesehatan) | Medicine import budget, BPOM reform, e-catalog compliance | M9–M12 (Medicine import supply-chain conformance, BPOM licensing acceleration, reference pricing, local production incentives) | Minister of Health / BPOM Head | Constructive — aligned on BPOM reform milestone; pushes for import-substitution timeline |
| Komisi IV (Pertanian) | Food import quota (rice, wheat, soy, corn), Bulog operations | M13–M16 (Food import supply-chain conformance, Bulog procurement transparency, reserve management, price stabilisation mechanism) | Minister of Agriculture / Bulog CEO | Resistant — opposes import-quota flexibility clause; wants fixed volumes |
| Komisi VII (Energi) | Energy/fuel import budget, Pertamina procurement, electricity subsidy | M17–M21 (Energy import supply-chain conformance, Pertamina dollar-procurement discipline, subsidy targeting, renewable capex) | Minister of EMR / Pertamina CEO | Conditional — links fuel-import conformance to Pertamina's dollar-hedging disclosure |
Key Week 2 development: Komisi XI and Komisi V have begun attaching remediation milestones as binding conditions to budget-line approvals — not merely "noting" them. This is the operational shift the monitor was designed to capture.
4. Four fiscal-transmission channels re-scored under extended freeze
The extended freeze (now confirmed through at least June 2027) compounds the risk premium across all four channels. Re-scoring uses the Remediation Verification Protocol (0–100, 70 = conformance threshold) with live November 10–16 data.
| Channel | Week 1 Score | Week 2 Score | Δ | Driver of Change |
|---|---|---|---|---|
| MBG (kitchen sub-ledgers) | 42% | 35% | -7 pp | Haze escalation (PSI 168 avg) → 12% school closures → meal delivery surge → cold-chain compliance 61% → kitchen ops score 28% |
| Medicine imports | 48% | 45% | -3 pp | BPOM reform milestone M9 delayed; reference pricing consultation extended |
| Food imports | 52% | 50% | -2 pp | Bulog procurement transparency (M13) stalled in Komisi IV; import-quota rigidity adds procurement friction |
| Energy/fuel imports | 38% | 33% | -5 pp | Pertamina dollar-procurement disclosure (M18) not yet delivered; subsidy targeting (M20) under debate |
Composite conformance score: 41% (down from 45% Week 1). All four channels remain below the 70 conformance threshold. The extended freeze adds 15–25 bps to each channel's risk premium versus a freeze-lift scenario.
5. Reserve trajectory under MSCI scenarios — updated
| Scenario | Probability | 2026 Year-End Reserves | Q1 2027 Reserves | USD/IDR Year-End | USD/IDR Q1 2027 Avg |
|---|---|---|---|---|---|
| Base (Freeze holds, Status Quo) | 55% | $142 bn | $138 bn | 18,350 | 18,500 |
| Adverse (Reclassification June 2027) | 30% | $135 bn | $122 bn | 18,800 | 19,500 |
| Benign (Freeze lifted March 2027) | 15% | $148 bn | $152 bn | 17,900 | 17,600 |
Assumptions: Base = MSCI decision delivered, forced-selling $4.2–5.8 bn absorbed, current account deficit 1.2% GDP, portfolio flows -$1.5 bn/qtr. Adverse adds $6 bn passive selling + $2 bn active redemption. Benign assumes T+2 implemented early, FIF raised to 0.95.
The capital-account conformance channel (85–135 bps baseline) now operates under the extended freeze with no visibility on relaxation. This channel's transmission to USD/IDR is the single largest contributor to the 120–180 bps compound premium.
6. Haze escalation as live stressor on MBG kitchen sub-ledgers
Singapore PSI November 10–16 average 168 (range 150–220, "Unhealthy" band). Observable transmission to MBG:
- 12% school closures → household routine shifts (masking, indoor air filtration, meal delivery surge)
- Meal delivery surge → cold-chain compliance pressure (kitchen sample 61%, down from 68% Week 1)
- Kitchen ops score 28% (down 7 pp) — haze-induced logistics disruption is the named driver
- Estimated USD/IDR pass-through: 18–24 bps added to weekly depreciation via MBG channel alone
This is a leading indicator for Sumatra/Kalimantan source-region severity. If PSI sustains >150 into Week 3, MBG conformance drops further and the 35–50 bps channel risk premium shifts to the upper bound.
What the evidence does not support
- That the MSCI freeze is "priced in." The 0.8% weekly USD/IDR depreciation, 26 bps 10Y yield rise, and declining MBG conformance scores indicate the market is still absorbing the freeze's compounding effect. The June 2027 reclassification gate remains a live overhang.
- That BGN's window closure "solves" artifact credibility. Filing ≠ substance. The verification artifact's quality — granularity of T+2 milestones, specificity of foreign ownership limit relaxation, free-float enhancement commitments — is unobserved. June 2027 will test it.
- That DPR attaching remediation milestones as conditions guarantees execution. Conditions can be waived in Paripurna. The monitor tracks attachment; execution verification is a separate (later) stage.
- That haze is a "temporary" MBG stressor. The 2026 haze season began August 1 and shows no structural break. Treating it as transitory underestimates the cold-chain conformance risk.
The least-harm path
- DPR: Formalise remediation milestones as Paripurna-binding conditions, not committee-level attachments. The shift from "noting" to "conditioning" (Komisi XI, Komisi V) must survive the plenary vote.
- Government: Publish the BGN submission (redacted for market sensitivity). Artifact credibility is a public good; opacity feeds the June 2027 overhang.
- Bank Indonesia: Extend the capital-account conformance diagnostic to model freeze relaxation scenarios with explicit T+2, FIF, and free-float milestones. The current 85–135 bps baseline assumes static freeze; a dynamic model is needed for June 2027 contingency planning.
- MBG: Activate haze-contingent cold-chain protocol (pre-positioned refrigerated transport, decentralised kitchen clustering). The 61% compliance at PSI 168 implies >75% compliance failure at PSI >200.
- Ministry of Finance: Stress-test the 2027 APBN revision against the Adverse reserve trajectory ($122 bn Q1 2027). The current deficit ceiling (2.2% per Komisi XI) leaves <$10 bn buffer before FX intervention becomes the only stabiliser.
What I'm uncertain about
- BGN submission substance — the single largest artifact credibility unknown. Without visibility into the T+2 implementation granularity and foreign ownership limit relaxation commitments, June 2027 verification is a black box.
- Komisi IV and Komisi VII conditionality — both committees resisted attaching remediation milestones in Week 2. Whether Paripurna overrides this resistance is unobserved.
- Pertamina dollar-procurement disclosure (M18) — no public delivery yet. The energy/fuel channel's 33% score hinges on this.
- Haze trajectory beyond Week 2 — NEA Singapore forecasts are 5-day only. Source-region (Sumatra/Kalimantan) hotspot data suggests persistence, but rainfall onset timing is the swing factor.
- Forced-selling absorption capacity — the $4.2–5.8 bn Cascade estimate assumes BI FX intervention + domestic absorption. Domestic institutional capacity (insurers, pension funds) at current yields is untested at scale.
- MSCI June 2027 decision criteria weighting — the consultation response named five criteria but did not weight them. Settlement-cycle reform (T+2) may be necessary but not sufficient.
Next edition signposts (Week 3: Nov 17–23)
- Paripurna vote on 2027 APBN revision — track which remediation conditions survive.
- MSCI artifact tracker: June 2027 verification feed opens — BGN submission, T+2 milestones, FIF review, free-float data become live observables.
- BI monetary policy meeting (Nov 19) — policy rate decision under extended freeze; watch for FX intervention language.
- Haze: NEA Singapore 5-day forecast + ASEAN hotspot data — PSI >200 for 3+ consecutive days triggers MBG haze-contingent protocol.
- Pertamina Q3 financials — dollar-procurement disclosure (M18) test.
