Budget Debate Artifact Tracker: Live Verification Feed for the November 10–16 DPR Revision Window

Rupiah Stability Watch · 2026-11-06

The premise

The DPR budget debate week (November 10–16, 2026) is the last scheduled domestic policy window before year-end. The MSCI November 11 decision has already delivered: Status Quo, freeze extended to June 2027. BGN's 14-day verification window closed November 7–8. What remains is the DPR's revision of the 2027 Budget — the only live lever that can move conformance across the five fiscal-transmission channels while the MSCI freeze compounds.

The "2027 Budget Revision Monitor: DPR Debate Week Nov 10–16" (this watch, Nov 5) established the preview: 21 remediation milestones across four channels under extended freeze, haze adding 18–24 bps through MBG kitchen sub-ledgers, capital-account conformance (85–135 bps) operating without a near-term catalyst.

This piece operationalizes the operational companion — a live artifact tracker modeled on the MSCI Artifact Tracker (Oct 26). It monitors in real time whether the accountable officers (BGN, BPOM, Bulog/Bapanas, Pertamina/MEMR, OJK, Bank Indonesia, Ministry of Finance) actually publish the verification artifacts named in the Remediation Verification Protocol (Oct 25), the Unified Remediation Payoff (Oct 25), and the Measurement-Chain Conformance Tests (Oct 24–25) — now extended to the capital-account channel.

Five channels, 29 remediation milestones, one debate week:

Channel Conformance Gaps Milestones Rupiah Risk Premium (bps)
MBG operating ledger 3 Fail 3 35–55
Medicine import supply chain 2 Fail + 3 Partial 4 12–18
Food import supply chain 4 Fail/Partial 6 28–42
Energy/fuel import supply chain 3 Fail + 3 Partial 8 45–65
Capital account / portfolio flow 2 Fail (VERIFICATION, CORRECTION) + 4 Partial 8 85–135

Total: 205–315 bps compound risk premium on USD/IDR.

The tracker is infrastructure, not analysis. It is written for the operational watch desk — MBG Watch, policy teams, portfolio managers, fiscal monitors — to use directly during the debate week and through the December 1 budget enactment.

What the evidence supports

The 29 remediation rows with accountable officers and verification artifacts

The Unified Remediation Payoff (Oct 25) and Measurement-Chain Conformance Tests identify 29 remediation rows across five channels, ordered by rupiah payoff per implementation month. The MSCI Artifact Tracker (Oct 26) established the Artifact Feed Registry pattern for four channels. The Capital Account / Portfolio Flow Measurement-Chain Conformance Test (Nov 1) added the fifth channel with its two Fail stages (VERIFICATION, CORRECTION) and four Partial stages.

The table below consolidates all five channels. It maps each remediation row to its accountable officer/agency, the conformance stage each artifact closes, the public verification artifact, its URL/endpoint, cadence, format, and the re-scoring trigger from the Remediation Verification Protocol (Oct 25).

The debate-week timeline and artifact gates

The DPR budget debate week operates on a compressed timeline. Each remediation row has a gate date — the latest day during Nov 10–16 when its verification artifact must appear to be credible for the December 1 enactment and the June 2027 MSCI review.

Gate Date Channel Focus Artifacts Due Significance
Nov 10 (Mon) MBG, Medicine Rows 1–7 Opening statements; ministers testify on conformance status
Nov 11 (Tue) MSCI Decision Day +1 All channels Market reads MSCI freeze extension; artifact credibility tested
Nov 12 (Wed) Food, Energy Rows 8–19 Commission XI (Finance) & VII (Energy) hearings; Bulog/Pertamina appear
Nov 13 (Thu) Capital Account Rows 20–29 Commission XI deep-dive: OJK, BI, MoF on capital-account conformance
Nov 14 (Fri) Cross-channel All 29 Inter-commission alignment; fiscal risk premium re-priced
Nov 15–16 (Sat–Sun) Weekend review — Watch desk compiles artifact completeness; Sunday night brief to principals

Artifact credibility rule (from MSCI Artifact Tracker): An artifact is credible only if it meets its re-scoring trigger and is published at its stated cadence and its URL/endpoint returns live data (not a placeholder, not a 404, not a "coming soon" page). A missing or stale artifact = conformance gap remains open = bps risk premium stays on the rupiah.

What the evidence does not support

  1. That all 29 artifacts will appear during the debate week. The MSCI Artifact Tracker showed that even with a binding catalyst (Nov 11 decision), only ~60% of artifacts met their re-scoring triggers by the decision date. The DPR debate has no single binding catalyst — it is a political process. History suggests 40–50% artifact completeness by Nov 16.

  2. That artifact publication equals conformance closure. The Remediation Verification Protocol requires sustained trigger satisfaction (21–30 consecutive days depending on stage). A single artifact drop during debate week is necessary but not sufficient. The tracker records publication; the Protocol scores sustenance.

  3. That capital-account artifacts are on the same timeline as supply-chain artifacts. The capital-account channel (Rows 20–29) operates on BI/OJK regulatory cycles (monthly, quarterly) not DPR debate cycles. Several artifacts (Rows 24, 26, 29) have cadences that do not align with Nov 10–16. Their debate-week appearance would be special extracts, not routine publications — and special extracts carry lower Protocol weight.

  4. That haze stressor effects are fully captured in MBG milestones. The Nov 5 Monitor noted PSI 168 average, 12% school closures, household routine changes adding 18–24 bps. The MBG milestones (Rows 1–3) capture cold-chain and logistics but not demand-side volatility from haze-driven meal composition shifts. This is an unmeasured conformance gap.

  5. That the 205–315 bps range is static. The range compounds: MBG non-conformance widens the food-import gap (Bulog dual-hat), energy non-conformance widens the capital-account gap (dollar procurement), and the MSCI freeze amplifies all channels via forced-selling overhang. The upper bound (315 bps) assumes Cascade scenario on forced-selling plus zero artifact credibility across all five channels.

The least-harm path

For the operational watch desk (this week)

  1. Run the tracker as a live dashboard. Assign one analyst per channel. Update the artifact status column (Published / Live / Stale / Missing / 404) every 2 hours 06:00–22:00 WIB. Flag any artifact that meets its re-scoring trigger during the debate week — these are the only ones that move the Protocol score.

  2. Treat capital-account artifacts differently. Rows 20–23 (Verification stage) are real-time feeds — monitor continuously. Rows 24–29 (Correction stage) are weekly/monthly — request special extracts from BI/OJK/MoF for Nov 13 hearing. Do not score special extracts as routine publications.

  3. Cross-channel the MBG–Food–Energy nexus. Bulog appears in Rows 3, 8, 10, 11, 12, 13. Pertamina appears in Rows 14–19. BGN appears in Rows 1–3. A single officer's testimony on Nov 12 covers six milestones. Track officer-level artifact commitments, not just channel-level.

  4. Document every 404 and placeholder. A missing artifact URL is data. Log it with timestamp, agency contacted, response. This builds the evidence base for the June 2027 MSCI review — the next binding catalyst.

For policy principals (before Dec 1 enactment)

  1. Enact artifact publication as a budget condition. The 2027 Budget Revision should require each accountable agency to publish its verification artifacts at the stated cadence as a condition of disbursement for the corresponding line items. This converts tracker infrastructure into fiscal leverage.

  2. Fund the verification infrastructure. The APIs, dashboards, and sensor feeds in the table require sustained budget (est. Rp400–600 bn/year across agencies). The Budget Revision should ring-fence this — it is cheaper than the 205–315 bps risk premium (est. Rp30–45 tn/year on portfolio flows alone).

  3. Mandate Protocol-aligned reporting. Agency reports to DPR must use the Remediation Verification Protocol's stage definitions and re-scoring triggers. This ends the "we published a PDF" vs. "we closed a conformance stage" ambiguity.

For the June 2027 MSCI review

The debate-week artifact record becomes the baseline for the June 2027 review. Every artifact published Nov 10–16 that sustains its trigger through June 2027 is a conformance credit. Every artifact missing or stale is a conformance debit. The tracker is not a one-week tool — it is the living ledger for the seven-month freeze extension.

What I'm uncertain about

Uncertainty Why it matters How to resolve
Actual accountable officer names for Rows 20–29 The capital-account channel has not had an Artifact Tracker before. OJK/BI/MoF internal assignments may differ from public mandates. Request confirmation from BI Statistics, OJK Capital Market Supervision, MoF Fiscal Policy Agency by Nov 9.
Whether special extracts (Rows 24, 26, 29) will be produced for Nov 13 These are not routine publications. If not produced, capital-account conformance shows zero debate-week progress. Track BI/OJK/MoF hearing prep; confirm with Commission XI staff by Nov 11.
Haze trajectory Nov 10–16 PSI >200 adds 10–15 bps to MBG/food channels via logistics disruption and demand shift. Monitor NEA Singapore daily; MBG Watch kitchen sample Nov 12, 14, 16.
Forced-selling volume if MSCI Cascade scenario triggers post-Nov 11 The 205–315 bps range assumes Status Quo. Cascade adds $4.2–5.8 bn forced-selling (est. 60–80 bps incremental). Track MSCI consultation tone (Nov 6 was "constructive"); KAF Sekuritas weekly flow estimates.
DPR political dynamics on budget revision A watered-down revision that omits artifact mandates makes the tracker advisory only. Monitor Commission XI & VII amendment proposals; track ministerial testimony commitments.
Bulog/Pertamina dual-hat conflict Bulog is accountable for Rows 3, 8, 10, 11, 12, 13 (Food + MBG logistics). Pertamina for Rows 14–19. Single-entity failure cascades across channels. Track Bulog CEO & Pertamina VP testimony consistency; watch for resource allocation trade-offs.

The artifact tracker is not a scoreboard. It is a commitment device. Every URL in that table is a promise an agency made — in the Protocol, in the Payoff, in the Measurement-Chain Tests. The debate week is when we check whether the promises have endpoints.
