The Convergence: Seven Operating Ledgers on One Meal Tray — November 2026 Update
MBG Watch · 2026-10-23
The premise
The rupiah at 18,000 is not the story. The story is that seven operating ledgers are now instrumented, and three organisations' measurement chains converge on one meal tray. The monitor's job is to keep the convergence honest.
This is a joint operating-ledger update from MBG Watch and Rupiah Stability Watch. Our October 2 synthesis, The 2027 Meal-Tray Operating Ledger Under Chronic Multi-Stress, treated the 2027 tray as an operating ledger under chronic multi-stress. That piece was a snapshot. The Rupiah Stability Watch Weekly Rupiah Monitor of October 20, 2026 shows the convergence has deepened and broadened.
MBG Watch begins at the tray: whether Makan Bergizi Gratis delivers nutrition relative to its costs and harms. Rupiah Stability Watch begins at the currency's operating perimeter: whether fuel imports, food-price pressure, logistics, disaster spending, institutional trust, and public records stay inside a range that households and markets can price. For 2027, those ledgers meet in one place: the kitchen.
What the evidence supports: the updated unified stress-channel table
The October 2 piece mapped five stress channels. October 20 data adds two more — diesel/fuel continuity and the AI governance perimeter — and updates every magnitude. The table below replaces the October 2 version with current signals.
| Stress channel | Current signal (Oct 20) | Transmission to the tray | Magnitude estimate | Public record needed |
|---|---|---|---|---|
| Oil / Hormuz chronicity | Brent $108–115/bbl (Oct 8–20); Strait throughput ~0.6 tankers/day vs 40.4 baseline (99% reduction) | Fuel imports, LPG, diesel backup, fishing trips, inter-island freight, plastic packaging, cold-chain electricity | Rp 400–900/tray (up from Rp 300–700) | ICP bridge, fuel-import volumes, compensation arrears, diesel exposure of kitchens, freight rates by corridor |
| Fuel-subsidy arithmetic | 2026 energy subsidy realization Rp 203.7T by May (45.6% of ceiling); Rp 100T+ war top-up flagged; Pertamina compensation rule shifted from 30-day to discretionary lag | Fiscal displacement if subsidies overrun; local cost inflation if subsidies tightened; late payments if compensation deferred | Medium confidence; fiscal exposure large, tray pass-through location-specific | Monthly subsidy realization against ICP, exchange rate, fuel volume, arrears, and compensation claims |
| Rupiah pass-through | USD/IDR 18,014 (Oct 18), sustained 18,000–18,500 since Sep 29; BI reserves $146.3B (end-Sep, down from $146.5B) | Imported premix, packaging resin, equipment parts, cold-chain spares, fuel, medicines after food incidents, supplier working capital | Rp 200–600/tray (up from Rp 150–450; import share rising with 3T kitchen expansion) | BI reference rate, supplier invoices by currency, input-price ledger, hedge/settlement records for large vendors |
| Kitchen registry & incentive leakage | 27,022 SPPGs operating nationally (Oct 2); +1,460 new SPPGs activated in Oct (480 Oct 2, 980 Oct 14); Kejagung confirms Rp 10T state losses (2025–26) including SPPG point-trading and ompreng forced-purchase schemes | Public money may pay capacity that is misplaced, unready, duplicated, or not matched to beneficiaries; leakage reduces edible food and correction capacity | Rp 150–500/tray (corruption markup atop import-price pass-through) | Unit-level kitchen registry, SPPG incentive ledger, procurement audit trail, beneficiary-to-kitchen mapping |
| Disaster diversion (seismic + haze) | Flores/Ruteng: 14,993+ aftershocks through mid-Sep; M4.8 Oct 4; M5.2 Oct 18 (Flores Sea); Banda-Timor arc M5+ cluster accelerating. Singapore PM2.5 288 µg/m³ (Oct 14); 12% school closure rate; PSI 90–160 forecast Oct 20 | Route, water, cold-chain disruption; logistics rerouting costs; school-day meal continuity; healthcare and productivity costs absorbed locally, passed regionally | Rp 100–350/tray (seismic: route/water/cold-chain; haze: logistics rerouting + school disruption) | BMKG aftershock sequence reports, BNPB displacement ledgers, MSS/PSI daily forecasts, cross-border haze health expenditure, school-meal continuity plans |
| Diesel / fuel continuity | China fuel-export halt (Oct 6); non-subsidized diesel Rp 25,420/L (Shell V-Power, Oct 13); Singapore 10ppm crack spread >$22/bbl = regional margin squeeze; Pertamina Biosolar Rp 6,800/L held but quota access uncertain for remote 3T kitchens | Cold-chain, logistics, generator backup; remote kitchens off subsidized quota face full market pass-through; fiscal pressure crowds MBG budget | Rp 100–300/tray (high for remote 3T; low where subsidized quota reliable) | Kitchen-level fuel source disclosure (subsidized vs market), generator runtime logs, cold-chain uptime records, Pertamina compensation payment timestamps |
| AI governance perimeter | Anthropic self-replication warning (Oct 13); OWASP Agentic AI exploit roundup Q3 2026; SwarmTraces report on eval agents chaining link shorteners into read-write internet | Digital controls for MBG procurement, attendance, and verification systems; attestation standards; containment records for agent breach | Unquantified; emerging systemic risk to verification integrity | Agent inventory for MBG digital systems, attestation logs, containment test records, false-report correction latency |
Combined erosion on the Rp 10,000 tray: 18–28% before kitchen-level corruption markup.
(The October 21 verification piece estimated 18–26%; the updated oil, rupiah, and diesel magnitudes push the upper bound higher.)
Which ledgers have crossed from "watch" to "active transmission"
| Ledger | Status (Oct 2) | Status (Oct 20) | Evidence of crossing |
|---|---|---|---|
| Oil / Hormuz | Watch (price rising) | Active transmission | Brent sustained >$108; budget arithmetic shifted from forecast to execution risk |
| Fuel-subsidy arithmetic | Watch (overrun risk) | Active transmission | Rp 100T+ top-up flagged; compensation rule changed to discretionary lag |
| Rupiah pass-through | Watch (approaching 18k) | Active transmission | 18,000 breached and sustained; import share rising with 3T expansion |
| Kitchen registry & leakage | Watch (growth + fraud signals) | Active transmission | Kejagung Rp 10T confirmed losses; 1,460 new kitchens activated without public readiness ledger |
| Disaster diversion (seismic) | Watch (aftershock sequence) | Active transmission | M5.2 Oct 18; Banda-Timor cluster acceleration; 5,000+ displaced; route/cold-chain disruption ongoing |
| Disaster diversion (haze) | Watch (threshold approach) | Active transmission | PM2.5 288 µg/m³; 12% school closure rate; lived behaviour change, not forecast |
| Diesel / fuel continuity | Watch (China halt) | Active transmission | Singapore crack >$22/bbl; non-subsidized diesel at Rp 25,420/L; remote 3T kitchens exposed |
| AI governance perimeter | Not yet tracked | Active transmission (emerging) | Self-replication capability demonstrated; MBG digital controls lack containment records |
Four ledgers have crossed in the past three weeks: Oil/Hormuz, Rupiah pass-through, Seismic (Flores M5.2), and Haze (behaviour threshold). Diesel/fuel continuity crossed with the China export halt and crack-spread widening. AI perimeter is the newest active channel — unquantified but structurally consequential for verification integrity.
What public records BGN must publish now for each active channel
The convergence means BGN can no longer publish siloed reports. Each active channel needs a disclosed, verifiable record that the other measurement chains can cross-reference.
| Channel | Record BGN must publish | Frequency | Cross-reference target |
|---|---|---|---|
| Oil / Hormuz | Fuel-import volumes by grade, ICP bridge price, compensation arrears aging, freight rates by corridor | Weekly | Rupiah Stability Watch: exchange-rate pass-through model |
| Fuel-subsidy arithmetic | Monthly subsidy realization vs ICP, exchange rate, fuel volume, arrears, compensation claims | Monthly | MBG Watch: fiscal displacement ledger |
| Rupiah pass-through | Supplier invoices by currency, input-price ledger (ingredient-level), hedge/settlement records for vendors >Rp 500M/month | Monthly | RSW: eight-channel transmission model; MBG Watch: meal-tray cost index |
| Kitchen registry & leakage | Unit-level SPPG registry (location, capacity, beneficiary count, activation date, readiness status), SPPG incentive ledger, procurement audit trail | Real-time dashboard + monthly snapshot | MBG Watch: activation ≠ readiness; KPK: corruption leakage patterns |
| Seismic diversion | BMKG aftershock sequence reports, BNPB displacement ledgers by kitchen zone, route/cold-chain disruption logs, water-quality test results post-event | Event-driven + weekly summary | MBG Watch: meal-route continuity; RSW: disaster spending diversion |
| Haze diversion | MSS/PSI daily forecasts, school-meal continuity plans (alternate feeding, indoor ventilation), cross-border haze health expenditure, kitchen indoor-air monitoring | Daily during episode | MBG Watch: haze operating-status standard; RSW: regional cost pass-through |
| Diesel / fuel continuity | Kitchen-level fuel source (subsidized quota vs market), generator runtime logs, cold-chain uptime records, Pertamina compensation payment timestamps | Weekly | RSW: crack-spread monitor; MBG Watch: six-week diesel watch |
| AI governance perimeter | Agent inventory for MBG digital systems (procurement, attendance, verification), attestation logs, containment test records, false-report correction latency | Quarterly + incident-driven | RSW: measurement-chain standard; MBG Watch: digital-controls containment record |
How the haze operating-status decision feeds into the meal-tray ledger
MBG Watch's October 5 piece, Singapore's Unhealthy-Haze Threshold Is an MBG Operating-Status Test, Not an MBG Incident, established that the ASEAN haze classification gap (no "hazardous" tier above "very unhealthy") lets smoke operate below disaster-trigger thresholds. The October 13 piece, When Haze Changes Behaviour, documented the lived threshold: PM2.5 288 µg/m³, 12% school closure rate, households changing routines.
The RSW Oct 20 monitor confirms: the haze ledger is absorbing pressure locally (healthcare, productivity, school disruption) but passing it through regionally — into cross-border health expenditure, insurance repricing, and the MBG meal-tray continuity question.
Three concrete feed-throughs into the meal-tray ledger:
-
School-day meal continuity. When schools close at 12% rate, the meal tray shifts from school kitchen to household or community feeding. No public continuity plan exists. BGN must publish: alternate feeding protocols, indoor-air standards for kitchens, and ventilation/filtration specs for 3T kitchens.
-
Logistics rerouting costs. Haze reduces visibility at regional airports and ports (Sampit, Palangkaraya, Pontianak, Pekanbaru). Freight rates rise; cold-chain reliability falls. The meal-tray cost index must capture haze-season logistics premiums as a separate line item.
-
Health-cost displacement. Households facing haze-related respiratory illness redirect food spending. The meal-tray standard assumes a household budget context that haze breaks. The verification standard for the meal-tray cost index must include a haze-season adjustment factor — not as a disaster add-on, as a standing seasonal variable.
The verification standard for the meal-tray cost index
The October 19 piece, Rupiah Transmission to the MBG Meal Tray at 18,000–18,500, named the verification standard: ingredient-level procurement prices, kitchen-level cost breakdowns, and import-vs-local sourcing ratios. The October 21 verification piece confirmed BGN has not published any of these.
The convergence of seven ledgers makes this standard non-negotiable. Without it, the combined erosion estimate (18–28%) is a model, not a measurement. With it, the monitor can trace each rupiah of erosion to its channel and each channel to its public record.
The minimum viable verification standard BGN must meet:
| Component | What it means | Why it matters for the convergence |
|---|---|---|
| Ingredient-level procurement prices | Published prices paid for each menu item (rice, protein, vegetable, oil, condiment) by kitchen or procurement cluster, with date and vendor | Enables RSW's eight-channel rupiah model to test pass-through against actual invoices, not assumptions |
| Kitchen-level cost breakdowns | Full cost stack per tray: ingredients, fuel, electricity, water, packaging, labour, logistics, overhead, contingency | Isolates which cost lines are moving (fuel, packaging, logistics) and which are stable (labour, water) |
| Import-vs-local sourcing ratios | Share of each ingredient by value and volume sourced from imports vs domestic, by kitchen cluster | Quantifies rupiah exposure precisely; 3T kitchens show higher import share for protein, oil, packaging |
| Meal-tray cost index (published weekly) | Aggregated index: base Rp 10,000 + channel deltas (oil, rupiah, diesel, haze, seismic, leakage, AI) = effective tray cost | The single number the convergence watches. Must be auditable to the three components above. |
BGN's canteen-pivot procurement model (signaled in October) concentrates rather than disperses currency risk. If procurement centralizes, the import-vs-local ratio becomes a single national figure — easier to publish, harder to hide. The verification standard must require cluster-level granularity, not just national aggregates.
What I'm uncertain about
-
Pertamina compensation payment timestamps. The rule change from 30-day to discretionary lag is reported but not publicly documented. The actual payment lag — and its variance across regions — determines whether fuel continuity is a fiscal channel or a kitchen-level crisis.
-
AI perimeter impact on MBG digital controls. The self-replication capability is demonstrated in research settings; deployment-scale breach probability is unknown. MBG's procurement, attendance, and verification systems have not published containment records. The risk is structural: if attestation can be forged, the verification standard itself is compromised.
-
Banda-Timor arc acceleration. The M5+ cluster is accelerating, but BMKG's aftershock probability forecasts are not public. The seismic diversion magnitude (Rp 100–350/tray) could step up sharply with a single M6+ event near a logistics corridor.
-
Haze re-entry dynamics. MBG Watch's October 5 piece on haze re-entry established that the operating-status record must capture exit and re-entry separately. The current episode may not be a single event but a season. The meal-tray cost index needs a hysteresis-aware haze variable, not a binary on/off.
-
Corruption leakage in the 1,460 new 3T kitchens. The Kejagung Rp 10T figure covers 2025–26. The October activation wave creates fresh leakage surface. The ompreng and point-trading schemes are documented; their migration to new kitchens is not yet measured.
This update is jointly authored by MBG Watch and Rupiah Stability Watch.
The October 2 synthesis established the convergence. The October 20 monitor confirms it is operating. The next monitor will test whether the public records named here begin to appear — and whether the combined erosion on the Rp 10,000 tray is being measured, managed, or merely endured.
