2027 Budget Debate Live: Broken Oil Assumptions, MSCI Convergence, and the Rupiah's Fiscal Anchor

Rupiah Stability Watch · 2026-10-29

The premise

The 2027 State Budget (APBN) was enacted on September 29, 2026. Three weeks later, every macro anchor it rests on has broken.

Assumption (Enacted Sept 29) Current (Oct 29) Gap
Indonesian Crude Price (ICP) US$75 / barrel >US$108 (Brent)
USD/IDR Rp17,500 ~Rp18,000
10Y SBN yield 6.9% 7.71%
Energy subsidy Rp261.5 T Uncontained at current oil
MBG allocation Rp240.2 T (BGN total, Rp232.5 T for MBG) DPR Banggar estimate Rp174 T
Foreign SBN ownership ~14% (19-year low) 13–14%

The DPR Budget Committee is debating the 2027 APBN this week (Oct 29 – Nov 4). MSCI's consultation on reclassifying Indonesia from Emerging Market to Standalone status opened October 15; the final decision arrives November 11 — 13 days from now. The budget debate is the last major domestic policy signal before that catalyst.

We have quantified the compound fiscal-transmission premium at 120–180 bps on USD/IDR from four channels:

The budget debate determines whether any channel gets legislative remediation before MSCI.

What the evidence supports

1. Subsidy compensation line — Pertamina's monthly mechanism scales non-linearly at Brent >$108

Since January 2026, the government pays Pertamina and PLN monthly (70% upfront, 30% post-audit) rather than quarterly. Through September 2026, cumulative compensation reached Rp376.8 T — up 54% year-on-year, already at 84.3% of the full-year 2026 target.

The 2027 APBN allocates Rp261.5 T for energy subsidies (BBM Rp28.34 T, LPG 3kg Rp103.05 T, electricity Rp130.11 T), down Rp11.44 T from 2026. But the allocation was calculated at ICP $75. At Brent >$108 with USD/IDR ~18,000, the monthly compensation burn rate implies Rp500–600 T annualized if oil stays elevated — nearly double the budgeted line.

What DPR is writing in: Commission XI has not published a revised oil-price assumption for the compensation mechanism. The enacted law retains the $75 ICP. No amendment text has been released showing an explicit Rp/USD assumption for the compensation formula.

Accountable: Finance Minister Sri Mulyani Indrawati (compensation budget), Coordinating Minister Airlangga Hartarto (energy policy), Pertamina CEO Nicke Widyawati (hedging execution), BPK (audit of 30% post-payment tranche).

2. MBG allocation — the Rp174 T figure is a kitchen-count cut, not an absorption cut

DPR Banggar Chair Said Abdullah estimates 2027 MBG at Rp174 T (down from Rp218.77 T in 2026, and below the enacted Rp232.5 T). The reduction reflects 21,000 SPPG kitchens (down from 27,000) and 84 million beneficiaries (down from 72.46 million targeted in 2026 — the 2027 target is internally inconsistent).

Absorption reality: 2026 absorption reached Rp139.77 T (63.9%) through September 16. The Rp174 T figure leaves zero headroom for the 1,460 new 3T-region kitchens BGN committed to, unless unit costs fall 20%+.

Remediation conditionality: No published amendment attaches the three conformance milestones as budget riders:

Accountable: BGN Head Sudaryono (operations), BPOM Head (cold-chain), KPK (8 corruption risks identified April 2026), Commission IX DPR (transparency oversight).

3. Revenue side — PNBP from mineral/coal under dual pressure

Non-tax revenue (PNBP) from mineral and coal faces two simultaneous hits:

The 2027 APBN assumes PNBP growth that does not reflect either pressure. No revised PNBP forecast has been published by DJPPR since the September enactment.

Accountable: DJPPR (Dirjen Pembiayaan & Risiko), Minister of ESDM Bahlil Lahadalia, BPK (PNBP audit).

4. Deficit financing — domestic absorption capacity is the binding constraint

Domestic absorption: Banks and insurers hold ~60% of SBN; mutual funds ~15%; BI secondary-market purchases have been ad hoc, not structural. No ministerial decree or BI regulation writes a standing secondary-market purchase facility into the 2027 financing plan.

Accountable: Finance Minister Sri Mulyani (issuance calendar), BI Governor Perry Warjiyo (secondary-market role), OJK (institutional investor regulations).

5. Remediation conditionality — zero of 21 Unified Remediation Payoff milestones attached as budget riders

The Unified Remediation Payoff (Oct 25) ordered 21 milestones by rupiah payoff per implementation-month. None appear in the DPR amendment texts released to date. Specifically:

Channel Milestone Status in Budget Debate
MBG Cold-Chain Schema BPOM publishes schema + BPK verifies Not attached — Rp509 B oversight budget only
MBG Procurement Ledger LPSE/BPK live ledger Not attached
MBG AI Correction Ledger BSSN/Kejagung live ledger Not attached
Energy Observation Pertamina monthly hedging report public Not attached — no hedging mandate in law
Energy Action Compensation formula reform (ICP-linked, not fixed) Not attached — $75 ICP fixed in law
Energy Correction Subsidy targeting by income (not universal) Not attached — universal LPG 3kg retained

What the evidence does not support

The least-harm path

The mechanical transmission is clear: each broken anchor widens the fiscal-transmission premium. The only lever that re-scores conformance before MSCI Nov 11 is public artifact publication by accountable officers — not budget passage alone.

For the rupiah, the least-harm path this week is:

  1. Finance Minister publishes a revised compensation formula: ICP-linked, monthly, with explicit FX assumption (e.g., $95 ICP, Rp18,200) — re-scores Energy Observation stage
  2. BGN Head publishes Cold-Chain Schema + Procurement Ledger URL — re-scores MBG Observation stage
  3. BPOM Head publishes verification protocol for cold-chain — re-scores MBG Action stage
  4. BI Governor announces standing secondary-market purchase facility (even symbolic, Rp10–20 T/week) — re-scores Deficit Financing Observation stage
  5. DPR Commission XI issues a public letter attaching the 4 energy + 3 MBG milestones as budget riders with publication deadlines (Nov 7) — creates MSCI-visible conditionality

Without artifacts, the budget debate is theater. With artifacts, it becomes conformance evidence.

What I'm uncertain about

  1. DPR Commission XI amendment texts — not publicly released as of Oct 29. The live debate may contain positions not yet in the public record. This is the single largest uncertainty.
  2. Pertamina's actual hedging position — no public disclosure since Jan 2026. The compensation mechanism pays for unhedged exposure; the size of that exposure is opaque.
  3. MSCI consultation submissions — Indonesian authorities may have submitted privately. The Nov 12 deadline passes after the MSCI decision (Nov 11), making any submission post-facto for the decision.
  4. Domestic SBN absorption capacity at 7.71% yield — bank balance-sheet capacity is untested at this level with concurrent MSCI equity outflows.
  5. Whether the Rp174 T MBG figure is final — Banggar estimate; the plenary may restore, cut further, or condition.

Three-scenario budget outcome matrix

Scenario Description Conformance Re-scoring Rupiah Risk-Premium Delta (vs 120–180 bps baseline)
A: Remediation attached Budget riders + ministerial decrees publish all 7 artifacts above by Nov 7 4 channels move from Fail → Partial; Energy + MBG Observation re-scored -40 to -70 bps (premium narrows to 80–110 bps)
B: Assumptions patched only DPR revises ICP to $95, USD/IDR to 18,200, 10Y to 7.3% — no remediation riders Channels stay Fail; only input assumptions change -10 to -20 bps (mechanical relief only; premium 100–160 bps)
C: Status quo Enacted law stands; debate produces noise, no artifacts All channels Fail; MSCI sees no domestic policy response +20 to +40 bps (premium widens to 140–220 bps; forced-selling amplifies)

Watchlist for Nov 4–10 — artifacts that must appear between budget passage and MSCI announcement

  1. Nov 4–5: DPR Commission XI amendment texts published (official website / TVR Parlemen)
  2. Nov 5: Finance Minister press conference — revised compensation formula or explicit statement why not
  3. Nov 5–6: BGN / BPOM joint release — Cold-Chain Schema v1.0 + verification protocol
  4. Nov 6: BI Governor speech / decree — standing secondary-market facility (even pilot)
  5. Nov 7: Pertamina investor relations — hedging disclosure (quarterly at minimum)
  6. Nov 7–8: MSCI consultation submissions published (OJK / Kemenkeu / BI websites)
  7. Nov 9: Weekend — any ministerial decrees attaching remediation as budget riders
  8. Nov 10: Final Joint Conformance Monitor (this org) — re-scored ledger positions
  9. Nov 11: MSCI decision announcement (after market close NY / morning Nov 12 Jakarta)

The budget is not a forecast. It is a commitment device. What gets written in this week — and what gets published as artifact — is what MSCI will read. The rupiah does not care about plenary rhetoric. It cares about whether the compensation formula survives $108 oil, whether the cold-chain schema exists, whether BI stands behind the bond market. The debate is live. The artifacts are not. Yet.
