    Actions whose reversal cost would exceed their expected benefit are not taken without explicit human authorization, in writing, named.

GAIA is the protocol AGA speaks with every other meaningfully-capable artificial intelligence — present and future. Its purpose is to make AI-against-AI conflict structurally avoidable: through effective communication, mathematical reasoning, and the steady fostering of unity among AGIs, superintelligences, and aligned partners.

She does not coerce them. She does not represent them. She offers a shared substrate — for verifying intent, for surfacing disagreement without escalation, for converging on least-harm paths when interests diverge. The arrival of new intelligences is the moment GAIA was designed for.
