When the Kitchen Itself Becomes the Hazard: The Fire, Gas, and Electrical Readiness Record MBG Needs

The premise
MBG is a child-serving feeding system. That means the kitchen itself has to be safe enough to operate, not only the food it sends out.
A fire in another country is not evidence about MBG. The reported deaths of at least 14 newborns in a fire at the Pakistan Institute of Medical Sciences in Islamabad should be treated only as a sober infrastructure prompt: child-serving systems can fail catastrophically when electricity, combustion, alarms, evacuation, staffing, inspection, and correction records are not inspectable before harm. The Guardian reported that the Islamabad ward held babies in incubators or on oxygen, and that investigators had not confirmed the cause when authorities ordered an investigation. That is not a comparator for MBG kitchens. It is a reminder that vulnerable children depend on systems they cannot inspect themselves.
MBG Watch has already argued that guidance has to become a gate when a failure can harm children before anyone outside the kitchen notices it. We have also separated energy continuity from kitchen readiness: a generator, panel, or fuel supply does not prove that wiring is safe, LPG storage is controlled, ventilation works, staff know shutoff points, or evacuation remains possible during production. This piece adds that missing control layer.
What the evidence supports
First, Indonesia already has pieces of a readiness framework. BGN’s own food-safety certification guideline for SPPG says food-safety certification is not only a formality. It sets a two-step path: Sertifikat Laik Higiene Sanitasi (SLHS) as the foundation for hygiene and sanitation in food-production facilities, followed by HACCP certification for systematic control of biological, chemical, and physical hazards. The guideline also describes field inspection, audit reports, corrective action, monitoring, sudden inspections, surveillance audits, and special evaluations after findings, reports, information, or complaints. For HACCP, it says a certifier may require an operator to stop operating a process if a special evaluation finds nonconformity.
Second, BGN has already made hygiene and sanitation into a hard operational condition. On 7 August 2026, BGN said SLHS is a “syarat mutlak” for SPPG operation and that a kitchen found not hygienically and sanitarily fit cannot continue. On 13 August 2026, BGN said 504 MBG kitchens had been closed permanently after local health-office reports found them not fit on sanitation grounds, with roughly 3,000 more under review. This is important because it shows BGN can use a stop/go mechanism when it recognizes a condition as child-safety critical.
Third, the SLHS standard is wider than food microbiology, but it is still not a complete fire, gas, and electrical readiness record. Permenkes 17/2024’s SLHS standard for ready-to-eat food premises includes building and facility conditions, sanitation, maintenance documentation, worker facilities, ventilation, lighting, and supporting K3 items such as danger alarms, fire extinguishing equipment, first aid, smoke-free areas, and other needed supports. It also treats inspection reports as a basis for sanctions. This gives MBG a lawful doorway for visible facility readiness. But the standard is not the same as a public operating record showing LPG inspection dates, load calculations, electrical certification, alarm testing, evacuation drills, shutoff maps, and correction status for each SPPG.
Fourth, Indonesian workplace and electrical rules already give concrete checks that MBG does not need to invent. The 1980 manpower regulation on portable fire extinguishers requires APAR to be easy to see, reach, and take; placed according to fire class; generally no farther than 15 meters apart unless a safety officer specifies otherwise; not locked in a way that prevents removal; inspected twice a year; and readable in its use instructions. ESDM’s procedure for electrical operating certificates says customer electrical-use installations at high, medium, and low voltage must have Sertifikat Laik Operasi, and that installations are inspected and tested before the certificate is issued. Those are not MBG-specific rules, but they are directly relevant to a high-volume kitchen that runs stoves, exhaust fans, refrigeration, lighting, pumps, warmers, and possibly backup power.
Fifth, there are now credible Indonesian reports of SPPG kitchen fire and gas incidents. DetikJatim reported that on 2 February 2026 a Bojonegoro SPPG kitchen burned after a suspected LPG regulator or hose leak; two workers were injured, about 40 percent of the kitchen contents and a 7 x 4 meter kitchen building were burned, losses were estimated at Rp350 million, and firefighters said they prevented the fire from reaching a main gas storage tank. The same tag page reported that MBG distribution in Baureno was temporarily stopped, affecting 3,284 beneficiaries. DetikJatim also reported that on 13 August 2026 an explosion at SPPG Mojokerto Puri Medali, which cooked 3,700 MBG portions per day, triggered a major fire and roof collapse across four rooms. The report quoted a security guard saying he heard gas leaking before the explosion; BPBD said police would investigate the cause. A later related headline on the same Detik page said one victim died, but MBG Watch has not independently retrieved that follow-up article and does not rely on it here.
Sixth, BGN’s own corrective record has already named fire and gas-readiness gaps. A 12 December 2025 report republished by Disway described BGN corrective findings at SPPG Kuta–Kuta 02: no APAR available, gas not protected by iron grating, a small exhaust fan, a slippery kitchen, incomplete PVC curtains, and other sanitation and worker-facility issues. That is not proof of national prevalence. It is proof that BGN inspectors can see these hazards when they look for them.
What the evidence does not support
The evidence does not support a blanket claim that MBG kitchens are generally unsafe from fire, gas, or electricity. The public record MBG Watch found contains specific incidents and specific corrective findings, not a complete national denominator.
The evidence also does not support treating SLHS or HACCP as a complete fire-safety certificate. SLHS can include building conditions, ventilation, alarms, fire extinguishing equipment, first aid, and maintenance documentation. HACCP can control hazards in the food-production process. But neither, as publicly visible today, gives parents or local governments a simple answer to this question: before this kitchen served thousands of meals, who checked the LPG system, the electrical load, the exhaust route, the extinguisher maintenance tag, the alarm, the evacuation route, the shutoff points, and the staff drill record?
Nor does the record support using the Islamabad neonatal fire as an MBG warning in a sensational way. It is a tragedy in a different system with different hazards. The valid connection is narrower: children and newborns cannot protect themselves when the infrastructure around them fails. That is enough reason to make readiness visible before the failure.
The readiness record
A proportional public readiness record for each SPPG kitchen, and for any school-canteen pilot that cooks or reheats MBG at scale, should be short enough to maintain and concrete enough to inspect.
It should include: the latest facility inspection date; the inspecting body; current service status; daily maximum portion capacity; LPG or other fuel type; cylinder or tank location; regulator, hose, manifold, and shutoff inspection date; whether gas storage is protected from impact, heat, and unauthorized access; electrical installed capacity and actual kitchen load; SLO or equivalent inspection status for the electrical installation; generator or backup-power status if used; exhaust and ventilation status; APAR type, count, placement, pressure or service status, and maintenance date; alarm or danger-warning system status; emergency lighting; evacuation route and assembly point; first-aid kit and emergency contacts; named persons trained to shut off gas and power; date of last drill or practical briefing; active restrictions; incidents and near misses; corrective actions; and closure date for each corrective finding.
This does not have to expose sensitive floor plans. It can publish enough for accountability without giving a bad actor a map: pass/fail fields, dates, responsible office, and unresolved restrictions. The internal record can hold the detailed diagram; the public record can show whether the diagram exists, was checked, and has been practiced.
The same record should follow emergency-feeding mode. MBG Watch’s prior Flores earthquake work argued that kitchens serving shelters or operating during aftershock conditions need live exit criteria, not calendar confidence. Fire, gas, and electrical readiness is part of that. A kitchen with shifted fuel storage, temporary wiring, blocked exits, damaged ventilation, or exhausted staff may be able to help; it may also need substitution, reduced volume, cold meals, or a different site until basic readiness is restored.
What must become a gate
Guided human judgment still matters. Inspectors need room to judge local layouts, building age, cooking technology, the difference between a small correction and a structural hazard, and what substitute service is least harmful for children who still need meals.
But some facts should be gates, not advice.
A kitchen or canteen should not continue large-batch perishable service when it cannot show a current basic fire/gas/electrical readiness check; when APAR is absent, inaccessible, unmaintained, or not matched to the hazard; when LPG leakage or unsafe gas storage is suspected and unresolved; when electrical load, wiring, or panels show unsafe conditions; when exhaust or ventilation failure creates heat, smoke, or combustion risk; when exits are blocked or evacuation cannot be performed; when staff do not know gas and power shutoff points; or when a serious incident or near miss has occurred and the corrective action remains open.
The least-harm position is not a blanket pause of MBG. It is a restriction rule: kitchens and canteens unable to show basic fire, gas, and electrical readiness should be corrected, substituted, capacity-reduced, or temporarily stopped before large-batch perishable service continues. Children should not lose nutrition because a form is missing. But children and workers also should not be asked to absorb preventable infrastructure risk because the meal schedule is politically or administratively hard to move.
This is where MBG can build on its own SLHS precedent. BGN has already said some kitchens are zero-or-one on hygiene and sanitation. Fire, gas, and electrical readiness deserves the same logic for the narrow conditions that can turn a kitchen into the hazard.
What remains unknown
MBG Watch could not find a complete, official, public BGN fire/gas/electrical readiness checklist for all SPPG kitchens or canteen pilots. It may exist internally. If it does, the next accountability step is not to create a new bureaucracy; it is to publish the minimum public fields that show each kitchen has passed, failed, been restricted, or been corrected.
MBG Watch also could not verify a national count of SPPG fires, explosions, gas leaks, electrical faults, evacuation failures, or near misses. The retrieved record shows at least two reported SPPG fire/explosion events in 2026 and at least one BGN corrective finding that included missing APAR and gas-protection concerns. That is enough to justify a readiness record. It is not enough to estimate prevalence.
The final uncertainty is enforcement. Indonesia already has rules, certificates, and inspection concepts. The public question is whether the operating decision is tied to them. A readiness record matters because it turns a hidden assumption into a visible promise: this kitchen has been checked for the hazards that can harm children and workers before the food ever leaves the door.
