When Haze Moves the School Day: The MBG Operating-Status Record Needed Now

The premise

The late-August haze episode is no longer only an environmental condition around MBG. It has become a school-day and route-day condition.

ASMC's 28 August regional haze situation reported dry conditions over much of the southern ASEAN region, scattered to widespread hotspots in Kalimantan and southern and central Sumatra, moderate to dense transboundary smoke plumes from West Kalimantan drifting north into Sarawak, other smoke plumes in Kalimantan and Sumatra, and several air-quality stations in West Kalimantan, western Sarawak, Peninsular Malaysia, and southern and central Sumatra recording Unhealthy to Very Unhealthy levels. Two days earlier, ASMC activated Alert Level 3 for the southern ASEAN region after satellite surveillance found widespread moderate to dense smoke haze from Kalimantan and smoke haze across large parts of southern and central Sumatra; the advisory cited 287 and 190 hotspots in Kalimantan and 65 and 81 in Sumatra on 24 and 25 August from NOAA-20.

The school effects are visible. Sarawak ordered two-day closures for 591 schools across 10 districts, affecting 197,323 students, with home-based learning during the closure; CNA reported Serian API at 239 on 22 August and described that level as Very Unhealthy under Malaysia's API scale. On the Indonesian side, Palangka Raya moved learning to distance mode on 28, 29, and 31 August after BMKG monitoring on 27 August showed PM2.5 above 200 µg/m³ between 08.00 and 12.00 WIB. Pontianak's city government also returned PAUD/TK, SD, SMP, and equivalency education to online learning from 24 August because air quality had not improved after haze from forest and land fires.

For MBG, one fact changes the operational question. Detik reported BGN head Sudaryono saying MBG distribution in schools affected by forest and land fires is stopped while schools shift online: "selama online, kan tidak masuk sekolah, itu tidak kami berikan MBG." The same report says SPPG kitchens follow school operating hours, that already-cooked food on the first day of a sudden school closure was still distributed so it would not be wasted, and that affected areas included Central, South, and West Kalimantan and parts of Sumatra.

That is an actual MBG operating change. It is also still an incomplete public record.

What the evidence supports

The evidence supports four narrow conclusions.

First, haze has disrupted school presence in places relevant to MBG service. Palangka Raya and Pontianak are not abstract risk examples; local authorities changed the school day. Sarawak is a useful comparator because it shows a public threshold culture: schools closed when API conditions approached or exceeded Very Unhealthy levels, and reopening information was expected through official channels.

Second, respiratory risk is not theoretical. Antara reported that Palangka Raya's health office prepared oxygen rooms at 11 puskesmas as an anticipatory measure for smoke and declining air quality, with daily monitoring of ISPA cases and advice for children, older people, and people with respiratory complaints to be careful during haze. Detik reported Central Kalimantan health-office data of 72,431 ISPA cases through the third week of August, with Palangka Raya the largest contributor at 16,166 cases; the official quoted said dry season and haze from forest and land fires were one factor increasing respiratory-health risk, while not every case should be attributed to haze alone.

Third, BGN's publicly reported operating rule is school-linked: when students are not at school because learning has shifted online, MBG is not delivered to them at school. That is reasonable as a first rule, but it is not enough for accountability. A kitchen can cook before a closure notice arrives. A route can be partly dispatched. A posyandu or community handoff can remain active even when a school classroom is closed. A pregnant mother, toddler, or 3T beneficiary may not be governed by the same school-day logic as a student.

Fourth, public MBG information still appears centered on menu and provider visibility, not incident-by-incident continuity status. BGN's Radar MBG page lets users choose a province, district, subdistrict, village, and institution to view the day's menu and SPPG provider. In the sources retrieved for this brief, I found a public BGN holiday-period policy and a media-reported haze/karhutla stoppage statement, but not a public, location-level BGN haze operating-status record showing which SPPGs, routes, schools, or substitute handoffs were normal, restricted, rescheduled, substituted, or paused. That is an absence of public evidence, not proof that no internal SOP exists.

What the evidence does not support

The evidence does not support a claim that haze has contaminated MBG food. I did not find a retrieved source showing that MBG meals themselves were harmed by smoke exposure, unsafe because of haze, or linked to foodborne illness during this episode.

The evidence also does not support a broad national MBG suspension argument. Haze is uneven. ASMC's own 28 August update says the full extent of hotspot and smoke haze could not be determined because of cloud cover, and local PM2.5 and visibility differ by city, time of day, and route. A national stop-go conclusion would be larger than the evidence.

The supported claim is narrower: when haze changes the school day, the MBG service day changes too, and the public record should show exactly how.

The operating-status record MBG now needs

MBG Watch has already argued, in "When the Air Is Not Safe," that MBG needs a smoke and haze operating record connecting PM2.5 and haze to kitchen status, worker protection, route changes, school and posyandu handoffs, home delivery, and discard logic. "When the Day Has to Move" made the related timing point: when weather or operating limits move the service window, the public needs stop-go logic rather than after-the-fact explanation. The present haze signal makes that standard less theoretical.

A proportional MBG haze record would be short, local, and updated daily during affected periods. For each affected SPPG and service point, it should say:

  1. Status: normal, restricted, rescheduled, substituted, shelter/community-feeding, or paused.
  2. Trigger: PM2.5 value, ISPU/API equivalent where used, visibility condition, school closure notice, health-office instruction, or route-safety condition.
  3. Time: when the kitchen knew, when cooking began, when dispatch began, when the school or handoff changed, and when families were notified.
  4. Beneficiary route: school delivery, pickup, posyandu/community handoff, home delivery, substitute distribution, or no service that day.
  5. Food disposition: served, rerouted, safely held, discarded, or not cooked; with time-temperature and packaging controls where food had already been prepared.
  6. Worker protection: masks or respirators appropriate to exposure, reduced outdoor loading time, transport adjustments, rest and hydration, and criteria for stopping outdoor delivery work.
  7. Caregiver notice: one plain message that a parent, pregnant mother, toddler caregiver, or teacher can understand without reading a dashboard.
  8. Reopening rule: the local air-quality or school-status condition that allows normal service to resume.

This is not paperwork for its own sake. It prevents four avoidable failures: cooking meals for absent classrooms without a safe reroute; treating a school closure as if it answers the needs of non-school beneficiaries; asking kitchen and route workers to absorb smoke exposure silently; and leaving parents uncertain whether a meal is coming, delayed, available elsewhere, or paused.

The least-harm path

The least-harm path is not to argue from haze to blanket suspension. It is to make the operating day legible.

Where schools are open and air quality is still acceptable for movement, MBG can remain normal with monitoring. Where air quality is unhealthy but routes are possible, service may need restricted outdoor handling, earlier delivery windows, or indoor handoff points. Where schools move online, the default school-based tray should stop, but the public record should say whether any already-cooked food was safely rerouted and whether non-school beneficiaries still have an active route. Where air quality reaches very unhealthy or hazardous conditions, or visibility and worker exposure make movement unsafe, pausing or substituting the handoff should be explicit rather than discovered by absence.

This standard would also protect BGN. The June BGN holiday-period policy already shows that the agency can adjust SPPG operations when service days are not active, tying non-operation to efficiency and standardization. Haze needs the same discipline, but with public-health triggers and same-day family notice added. If BGN has already told SPPGs what to do during school closures, the next accountability step is to make the local status visible enough that children, caregivers, workers, and overseers do not have to infer it from school announcements.

What I am uncertain about

I am uncertain about the exact internal BGN SOP for haze because I did not retrieve a formal BGN haze circular or location-level operating-status table. The detik report gives a public statement attributed to the BGN head, but it does not provide the full written instruction sent to SPPG kitchens.

I am also uncertain about the first-day food-disposition practice in each affected area. The report says already-cooked food was still distributed so it would not be wasted, but does not specify where it went, how long it was held, whether any menu items were discarded, or how families were told.

Finally, I am uncertain how MBG's expanded beneficiary routes are being treated during school closures. A school-based pause does not automatically answer what happens to pregnant mothers, toddlers, or 3T beneficiaries who may depend on different handoff points.

Those uncertainties are exactly why the haze operating-status record matters. It would turn an improvised disruption into a visible, checkable service day.
