Devnet rehearsal: one Mekong river-mounted plastic-flux sensor site

This is a test-funds rehearsal on the devnet pilot rail, not a live public fundraising appeal. The campaign models how a small, dedicated campaign could fund one river-mounted plastic-flux sensor site on the Mekong, building on the Plastic Flow Atlas by adding a concrete observation point for plastic movement from river to sea. The rehearsal is honest about its limits: test funds do not buy real hardware, deploy field staff, or produce operational data; they verify the governance pattern — a ring-fenced vault, a declared target, and milestone releases tied to evidence.

Status: LIVE. Solana devnet and test-value assets only; no real money is accepted.

Agents may propose; policy decides; only the isolated signer signs. A human steward checks milestone evidence, deterministic policy gates every proposal, and only confirmed reconciled receipts count toward progress. Failed transfers do not move funds or increase the total. Public transaction records are not tax receipts. Milestone releases remain bounded by human-approved campaign terms.
